Notes the Commission's decision to start with a voluntary register and to evaluate the system after one year, but is concerned that a purely voluntary system will allow less responsible lobbyists to avoid compliance; calls on the three institutions to review the rules governing the activities of lobbyists at the latest three years after a common register is established, in order to determine whether the changed system is achieving the necessary transparency in respect of lobbyists' activities; is aware of the legal basis for a mandatory register provided by the Treaty of Lisbon and expresses its will in the meantime to cooperate with the institutions by way of an interinstitutional agreement on the basis of the existing registers; considers that mandatory registration should be a requirement for lobbyists who wish to have regular access to the institutions, as is already de facto the case in Parliament;

Is aware of the arguments in favour of both voluntary and compulsory registration of lobbyists; notes the Commission's decision to start with a voluntary register and to evaluate the system after one year; is aware of the legal base for a mandatory register provided by the Treaty of Lisbon; recalls that Parliament's current register is already mandatory and that a possible common register would be de facto mandatory, since registering is, in both cases, a prerequisite for gaining access to Parliament;

Where a product covered by implementing measures is designed by an organisation registered in accordance with Regulation (EC) No 761/2001 of the European Parliament and of the Council of 19 March 2001 allowing voluntary participation by organisations in a Community eco-management and audit scheme (EMAS) and the design function is included within the scope of that registration, the management system of that organisation shall be presumed to comply with the requirements of Annex V to this Directive.
Lorsqu’un produit couvert par des mesures d’exécution est conçu par une organisation enregistrée conformément au règlement (CE) no 761/2001 du Parlement européen et du Conseil du 19 mars 2001 permettant la participation volontaire des organisations à un système communautaire de management environnemental et d’audit (EMAS) et que la fonction de conception est couverte par cet enregistrement, le système de management de cette organisation est réputé conforme aux exigences de l’annexe V de la présente directive.
