(81) Since the objectives of this Regulation, in particular fair competition and proper functioning of the internal market in organic products as well as ensuring consumer confidence in those products and in the organic production logo of the European Union, cannot be sufficiently achieved by the Member States themselves but can instead, because of the required harmonisation of the rules on organic production, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

(63) The experience with the arrangements for import of organic products into the Union under Regulation (EC) No 834/2007 has shown that there is a need to revise those arrangements in order to respond to consumer expectations that imported organic products meet rules as high as those of the Union, as well as to better ensure the access of Union organic products to the international market.
(63) L'expérience acquise dans le cadre du régime applicable à l'importation de produits biologiques dans l'Union prévu par le règlement (CE) n° 834/2007 a mis en évidence la nécessité de réviser ledit régime afin de répondre aux attentes des consommateurs, lesquels souhaitent que les produits biologiques importés répondent à des règles aussi strictes que celles de l'Union, ainsi que de faciliter l'accès des produits biologiques de l'Union au marché international.

The Commission outlines in its Communication to the Council and the European Parliament of 24 November 2005 on improved effectiveness, enhanced interoperability and synergies among European databases in the area of Justice and Home Affairs that authorities responsible for internal security could have access to Eurodac in well defined cases, when there is a substantiated suspicion that the perpetrator of a terrorist or other serious criminal offence has applied for international protection.

The proposed directive aims to update and amend the Union anti-money laundering and counter-terrorist financing regime to take account of recent revisions to applicable international standards, namely the Financial Action Task Force (FATF) Recommendations, which were adopted in February 2012 (3), as well as several reports and assessments by the European Commission regarding the application of Directive 2005/60/EC of the European Parliament and of the Council of 26 October 2005 on the prevention of the use of the financial system for the purpose of money laundering and terrorist financing (4).
La directive proposée a pour objectif d’actualiser et de modifier le dispositif de l’Union relatif à la lutte contre le blanchiment de capitaux et le financement du terrorisme afin de prendre en compte les récentes révisions des normes internationales applicables, à savoir les recommandations du groupe d’action financière internationale (GAFI), adoptées en février 2012 (3), ainsi que plusieurs rapports et évaluations de la Commission européenne concernant l’application de la directive 2005/60/CE du Parlement européen et du Conseil du 26 octobre 2005 relative à la prévention de l’utilisation du système financier aux fins du blanchiment de capitaux et du financement du terrorisme (4).

The Parties, reaffirming the importance of the fight against terrorism, and in accordance with applicable international conventions, including international humanitarian, human rights and refugee law, as well as with their respective legislation and regulations, and, taking into account the UN Global Counter-Terrorism Strategy, contained in the UN General Assembly Resolution No 60/288 of 8 September 2006, agree to cooperate in the prevention and suppression of terrorist acts.
