It is appropriate, for reasons of legal clarity, to consolidate previous amendments and the additional proposed changes into a single new Decision and to repeal Joint Action 2001/555/CFSP, including Article 23 thereof on transitional provisions with regard to the Western European Union (WEU).

The European Union Institute for Security Studies (‘the Institute’) should assist the European Union and its Member States in the implementation of the common foreign and security policy (CFSP), including the common security and defence policy (CSDP), as well as other external action of the Union, under the political supervision of the Council and the operational direction of the High Representative of the Union for Foreign Affairs and Security Policy (HR).
L’Institut d’études de sécurité de l’Union européenne (ci-après dénommé «Institut») devrait assister l’Union européenne et ses États membres dans la mise en œuvre de la politique étrangère et de sécurité commune (PESC), y compris la politique commune en matière de sécurité et de défense (PESD), ainsi que d’autres actions extérieures de l’Union, sous la surveillance politique du Conseil et la direction opérationnelle du haut représentant de l’Union pour les affaires étrangères et la politique de sécurité (ci-après dénommé «haut représentant»).

The privileges and immunities of the Director and the Institute’s staff are provided for in the Decision of the Representatives of the Governments of the Member States, meeting within the Council, of 15 October 2001 on the privileges and immunities granted to the European Union Institute for Security Studies and the European Union Satellite Centre, and to their bodies and staff members.

1. The European Union Institute for Security Studies established by Joint Action 2001/554/CFSP (‘the Institute’) shall hereby continue its activities in accordance with this Decision.

Moreover, whilst there may be talk of integrating the Western European Union into the European Union, there is no longer any mention of Article V, which is, of course, of direct concern to us. Article V touches upon the wider defence tasks and not just Petersberg.
