Reiterates the concerns of the unofficially leaked 2006 OHCHR report, about restrictions on freedom of speech, assembly and association in Western Sahara; notes Morocco’s claim to allow sit-in demonstrations and other forms of protest; regrets Morocco’s apparent institutional obstruction of NGOs advocating a pro-independence position by preventing their legal registration and recognition, which is necessary to advocate effectively in their communities; condemns the often severe punishments for ‘undermining Moroccan territorial integrity’, an item of legislation reportedly used to target Sahrawis peacefully advocating independence; recalls the findings of the UN Independent Expert on cultural rights that the Moroccan authorities suppress certain aspects of Sahrawi culture; repeats the UN Independent Expert’s call to overturn such measures and to promote full cultural diversity; notes positively, in this connection, the provisions on respect for cultural rights that have been included in the new Moroccan constitution; welcomes the setting-up of a dedicated Sahrawi television station; encourages strongly the full implementation of these provisions;

Welcomes and echoes the April 2013 report of the UN Secretary-General on the situation concerning Western Sahara, which stresses ‘the critical importance of addressing the Western Sahara conflict as part of a broader strategy for the Sahel’, and the fact that ’the issue of human rights remains important for any resolution of the conflict’; notes that the ongoing conflicts in the Sahel, in particular the presence of terrorist groups, such as AQIM in northern Mali and southern Algeria, are factors which risk destabilising Western Sahara, as well as the wider region; notes, furthermore, the negative impact of the conflict on regional integration, which should involve Morocco and Algeria, and which could offer significant opportunities for democratisation and economic development, enhancing human security throughout the Sahel and Sahara;

Recalls the concerns of the UN Office for Project Services (UNOPS) that Western Sahara remains one of the world’s most-mined areas; notes that landmines in Western Sahara have tragically caused at least 2 500 casualties since 1975, continuing to threaten many thousands of Sahrawi nomads, and representing a major obstacle to the resolution of the Western Saharan dispute and refugee situation; commends, therefore, the work of MINURSO, the Royal Moroccan Army, the Polisario Front, Landmine Action, and others to map and clear affected areas; welcomes the fact that the Polisario Front has signed the Geneva Call on the prohibition of anti-personnel mines; encourages all actors to do everything possible to educate the population, assist victims and remove all remaining munitions; notes, furthermore, that Morocco is one of the few countries – and one of only three African countries – not to have signed up to the Mine Ban Treaty; encourages it to do so as a confidence-building measure and a sign of commitment to peace;
105. rappelle les inquiétudes exprimées par le Bureau des Nations unies pour les services d'appui aux projets (UNOPS) au sujet du fait que le Sahara occidental reste l'une des régions les plus minées au monde; note que les mines antipersonnel présentes au Sahara occidental ont fait au moins 2 500 victimes depuis 1975, continuent à menacer des milliers de nomades sahraouis, et représentent un obstacle majeur à la résolution du différend et de la situation des réfugiés au Sahara occidental; salue dès lors le travail accompli par la MINURSO, l'armée royale marocaine, le Front Polisario, Landmine Action, et d'autres, afin de cartographier et de déminer les zones touchées; se félicite que le Front Polisario ait signé l'appel de Genève sur l'interdiction des mines antipersonnel; encourage tous les acteurs à faire tout ce qui est en leur pouvoir pour éduquer la population, porter assistance aux victimes, et éliminer toutes les munitions restantes; fait par ailleurs remarquer que le Maroc est l'un des rares pays, et l'un des trois seuls pays d'Afrique, à ne pas avoir adhéré au traité sur l'interdiction des mines; l'encourage à y remédier, afin de renforcer la confiance et d'envoyer un message d'engagement en faveur de la paix;

MIDDLE EAST The European Council examined the state of play on the Middle East peace process and adopted the declaration in Annex II. It discussed the situation in Iraq and adopted the declaration in Annex III. WESTERN SAHARA The European Council noted with satisfaction the progress made in the process of self-determination of Western Sahara, in particular the adoption by the Security Council and the General Assembly of the Secretary-General's report, as well as the setting up of the UN Mission for the referendum in Western Sahara (MINURSO).
MOYEN-ORIENT Le Conseil européen a examiné l'état du processus de paix au Proche-Orient et a adopté la déclaration en Annexe II. Il a discuté de la situation en Irak et a adopté la déclaration en Annexe III.
