G. whereas, on 11 January 2012, a pro-Assad demonstration in the city of Homs was targeted by a rocket-propelled grenade (RPG) which resulted in the death of France 2 TV reporter Gilles Jacquier and many injured civilians; whereas there are allegations that the attack was ordered by the regime as the event occurred at a time when France, along with Turkey, the US and other countries, is accusing the Syrian government of escalating its attacks against the population of Homs and is intervening to support rebel forces; whereas international journalists are mainly denied access to Syria so as to prevent them to carry out their role of providing independent information on the situation in Syria;
G. considérant que le 11 janvier 2012, une manifestation en faveur du président Bachar al-Assad dans la ville de Homs était prise pour cible par un tir de RPG qui entraîna la mort de Gilles Jacquier, correspondant de la chaîne de télévision française France 2, et blessa de nombreux civils; que selon certaines allégations, cette attaque aurait été commandée par le régime syrien, les faits s'étant déroulés à un moment où la France, avec plusieurs autres pays comme la Turquie et les États-Unis, accusait le gouvernement syrien d'attaques de plus en plus violentes contre la population de Homs et intervenait en faveur des forces rebelles; que les journalistes internationaux sont largement interdits d'accès en Syrie et sont donc dans l'impossibilité d'informer de manière indépendante sur la situation dans le pays;

I. whereas civil society has a crucial role to play in the democratic transition in Egypt, and must be allowed to operate freely; whereas the right of association goes hand in hand with, and is dependent on, the right to access funding; whereas international and domestic NGOs are facing increasing pressure, hostile attacks, harassment and intimidation in the country; whereas, on 4 June 2013, a Cairo criminal court sentenced 43 foreign and Egyptian NGO workers to up to five years in prison for civil society activities and ordered the closure and the confiscation of assets of local branches of five international NGOs which had been operating in Egypt for a long time, namely the Konrad Adenauer Foundation, the National Democratic Institute, the International Republican Institute, Freedom House and the International Center for Journalists; whereas these court sentences are part of a campaign of intimidation by Egyptian government authorities against NGOs;
I. considérant que la société civile a un rôle crucial à jouer dans la transition démocratique du pays et qu'elle doit être autorisée à agir librement; que le droit d'association va de pair avec le droit d'accéder à des financements, et qu'il en dépend; que les ONG internationales et égyptiennes sont confrontées à une pression croissante, à des opérations hostiles, à des actes de harcèlement et à des intimidations dans le pays; que, le 4 juin 2013, un tribunal pénal du Caire a condamné 43 employés d'ONG étrangères et égyptiennes à des peines allant jusqu'à cinq ans de prison pour activités de la société civile, et a ordonné la fermeture et la confiscation des biens des antennes locales de cinq ONG internationales qui œuvraient en Égypte depuis longtemps, à savoir la fondation Konrad Adenauer, les organisations National Democratic Institute, International Republican Institute, Freedom House et International Center for Journalists; que ces décisions de justice s'inscrivent dans le cadre d'une campagne d'intimidation visant les ONG et orchestrée par le gouvernement égyptien;

E. whereas a French journalist has been killed and a Dutch journalist wounded carrying out the vital role of providing independent information on the events in Syria; whereas the Syrian authorities are denying international journalists any further access to the country; whereas testimonials from Syrian refugees, citizen reports from inside Syria and images uploaded from mobile phones through standalone satellite connections continue to be the main source of information coming out of the country;
E. considérant qu'un journaliste français a été tué et un journaliste néerlandais blessé alors qu'ils exerçaient la fonction capitale qui consiste à fournir une information indépendante sur les événements de Syrie; considérant que les autorités syriennes continuent d'empêcher les journalistes internationaux d'entrer en Syrie; considérant que les témoignages de réfugiés syriens, les informations fournies de l'intérieur du pays par les citoyens et les images téléchargées à partir de téléphones mobiles par le canal de connexions par satellite continuent de représenter la principale source d'information en provenance du pays;

N. whereas Secretary General Ban Ki-moon renewed calls for Syria to allow fact-findings and humanitarian missions to investigate disputed events during the months of anti-government protests; whereas only few international journalists where granted permission to enter the country under government scrutiny; whereas the Syrian authorities regularly and systematically shut down and attack the internet and other communication networks, whereas the Syrian authorities have used online social networks to track, trace down and detain journalists, bloggers and demonstrators; whereas the Arab League issued a condemnation of Syria's violence on 14 June 2011 and underlined that Arab states are actively monitoring the crisis in Syria,
N. considérant que M. Ban Ki-moon, Secrétaire général des Nations unies, a réitéré ses appels à la Syrie pour qu'elle autorise des missions d'information et des missions humanitaires à enquêter sur des événements contestés qui auraient eu lieu au cours des mois pendant lesquels les manifestations contre le gouvernement se sont déroulées; que seule une poignée de journalistes internationaux a été autorisée à entrer dans le pays, et ce sous contrôle gouvernemental; que les autorités syriennes ont régulièrement et systématiquement coupé et attaqué les connexions internet et d'autres réseaux de communication, qu'elles ont utilisé les réseaux sociaux en ligne pour identifier, repérer et arrêter des journalistes, des bloggeurs et des manifestants; que la Ligue arabe a publié une condamnation des violences en Syrie, le 14 juin 2011, dans laquelle elle souligne que les États arabes suivent activement la crise en Syrie,

whereas media pluralism and freedom continue to be matters of grave concern in the EU and its Member States, notably in Italy, Bulgaria, Romania, the Czech Republic and Estonia, as highlighted by the recent criticism of the media law and constitutional changes enacted in Hungary between June and December 2010 which has been voiced by international organisations, such as the OSCE and the Council of Europe Commissioner for Human Rights, by a large number of international and national journalists’ organisations, by editors and publishers, by NGOs active in the areas of human rights and civil liberties, and by Member States and the Commission,
considérant que le pluralisme et la liberté des médias continuent d'être un sujet sérieux de préoccupation dans l'Union et dans ses États membres, notamment en Italie, en Bulgarie, en Roumanie, en République tchèque et en Estonie, comme le démontrent les critiques qui ont été exprimées récemment au sujet de la législation hongroise sur les médias et les modifications constitutionnelles en Hongrie, promulguées entre juin et décembre 2010, par des organisations internationales comme l'OSCE et le commissaire aux droits de l'homme du Conseil de l'Europe, par un grand nombre d'organisations nationales et internationales de journalistes, de rédacteurs et d'éditeurs, des ONG actives dans le domaine des droits de l'homme et des libertés civiles, ainsi que par des États membres et par la Commission,
