D. whereas the economic crisis has impacted dramatically on the national and regional budgets of many Member States by limiting the availability of financing in many sectors and leading to a 20 % collapse of public investment; whereas, as also pointed out in the Sixth Report on Economic, Social and Territorial Cohesion, the impact of the crisis has seriously affected the potential development of many disadvantaged regions, including islands; whereas the economic crisis has reversed the long-term trend of convergence of GDP and unemployment rates across the EU, resulting in increased poverty and social exclusion and preventing the achievement of the Union’s long-term objective of economic and territorial cohesion;
D. considérant que la crise économique a grevé lourdement les budgets nationaux et régionaux de nombreux États membres, en limitant les moyens financiers dans de multiples secteurs et en réduisant les investissements publics de 20 %; considérant que ses répercussions ont gravement entamé le potentiel de développement de nombreuses régions défavorisées, notamment les îles, comme l'a également constaté le sixième rapport sur la cohésion économique, sociale et territoriale; considérant que la crise a inversé la tendance à la convergence à long terme des PIB et des taux de chômage des États membres de l'Union, ce qui a pour effet d'aggraver la pauvreté et l'exclusion sociale et de mettre un frein à la réalisation de l'objectif visant à instaurer, à longue échéance, une cohésion économique et territoriale;

B. whereas the economic and social context in the EU continues to be bleak, and whereas, according to the Commission’s 2014 autumn economic forecast, the economic recovery remains fragile; whereas despite the negative growth rates in the eurozone for the past two years, eurozone growth is expected to reach 0.8 % in 2014 and 1.1 % in 2015; whereas only a few Member States have better forecasts, and whereas the Commission has systematically revised downwards its own forecasts during the last years; whereas despite the fact that the forecasted overall deficit in the EU28 has been reduced to 3 % for 2014, it remains high in some Member States, demonstrating the need for further fiscal consolidation that is compatible with growth and better and sustainable employment, since recovery is neither robust nor underpinned;

A. whereas the economic recovery in the EU slowed down considerably in the course of 2014 but, according to the Commission, has a prospect of catching up in 2015 and of doing even better in 2016; whereas six years after the beginning of the financial crisis in 2008, the euro area is still facing record unemployment levels of almost 12 %; whereas weak growth has compounded disinflationary trends; whereas in the aftermath of the financial crisis, the euro area in particular stands out as an area of unsatisfactory growth while a number of countries are recovering faster; whereas, despite deflationary pressure, the Commission predicts that inflation should increase as of mid-2015 and in the course of 2016;
