The petitioners state that whereas Transport Canada is reducing traditional oversight and inspection methods and delegating its responsibility to aviation companies via safety management systems, and that whereas aviation workers and the travelling public are in danger as a result, the petitioners call upon the Government of Canada to initiate a commission of inquiry headed by a Superior Court judge to conduct a judicial review into Canada's state of national aviation safety and government oversight of the aviation industry, to be followed by further reviews at defined interventions.

(1) Whereas in 1949 the Working Party on Road Transport of the Inland Transport Committee of the Economic Commission for Europe of the United Nations sent to the Governments of Member States a recommendation(1) inviting them to ask insurers covering third party liability risks in respect of the use of vehicles to conclude agreements for the establishment of uniform and practical provisions to enable motorists to be satisfactorily insured when entering countries where insurance against such risks is compulsory.

WHEREAS the people of Nunavik, in the Province of Quebec, most of whom are Inuit, are experiencing a fiscal imbalance owing to the fact that their cost of living is exorbitant compared with that of Canadians living south of the fifty-fifth parallel; WHEREAS the people of Nunavik are cut off from other Canadians geographically, economically and politically, and their living conditions are desperate and deteriorating further because of isolation and distance; WHEREAS the high cost of transportation has a direct impact on the cost of goods and services, and this seriously limits people's purchasing power; WHEREAS, on a per capita basis, the Inuit are the most heavily taxed people in Canada; WHEREAS the level of taxation erodes people's savings and makes it extremely difficult for small businesses to operate at a profit; WHEREAS tax relief is necessary to promote economic prosperity and social well-being in Nunavik; WHEREAS the Parliament of Canada recognizes the need to act in order to remove the economic injustice endured by the people of Nunavik; WHEREAS studies carried out by various institutions have strongly recommended changes to the tax system in order to exempt the Inuit of Nunavik from paying income tax;

AIR TRANSPORT COUNCIL RESOLUTION - RELOCATION IN AIR TRANSPORT After discussion, the Council adopted the following Resolution on relocation in air transport: "THE COUNCIL OF THE EUROPEAN UNION, Whereas the Council has already emphasized the need for the air transport industry to reach the profitability and productivity levels necessary to be economically viable and competitive worldwide; Whereas in its Resolution 94/C 309/02 of 24 October 1994 the Council considered that the risk of development of flags of convenience and use of non-Community resources ought to be examined; Whereas the provisions of Regulation No 2407/92 relating to leasing must be applied in a uniform manner by all Member States; Whereas the possible use of non-Community resources provides further justification for formulating a comprehensive set of common technical standards to maintain safety in civil aviation; Whereas the Community, in developing its social policy, must take account of the specific characteristics of air transport, in particular the effects of relocation; Whereas the use of non-Community resources affords a possibility for access by third countries to the internal market which needs to be looked at in the framework of relations with those countries, NOTES that the Commission intends to carry out a study of developments in the social situation in relation to the liberalization of air transport; CALLS UPON the Commission to submit to it as soon as possible the outcome of the study on the consequences of air transport liberalization, and requests that in so doing it take into account the issue of the use of non-Community resources as referred to in Council Resolution 94/C 309/02 of 24 October 1994.
TRANSPORTS AERIENS DELOCALISATIONS DANS LE TRANSPORT AERIEN - RESOLUTION DU CONSEIL Au terme d'un débat, le Conseil a adopté la résolution suivante au sujet de la délocalisation dans le transport aérien : "LE CONSEIL DE L'UNION EUROPEENNE, considérant que le Conseil a déjà souligné la nécessité pour l'industrie des transports aériens d'atteindre les niveaux de rentabilité et de productivité nécessaires pour assurer sa viabilité au plan économique et sa compétitivité au plan mondial ; considérant que le Conseil dans sa résolution 94/C 309/02 du 24 octobre 1994 a estimé justifié d'analyser le risque de développement des pavillons de complaisance et de recours à des ressources extracommunautaires ; considérant que les dispositions du règlement 2407/92 relatives aux affrètements doivent être appliquées de manière uniforme par chacun des Etats membres ; considérant que les éventuels recours à des ressources extracommunautaires sont une raison supplémentaire pour aboutir à un ensemble complet de normes techniques communes afin de maintenir la sécurité dans le domaine de l'aviation civile ; considérant que dans le développement de sa politique sociale la Communauté doit prendre en compte les spécificités du domaine du transport aérien, et notamment la question des effets des délocalisations ; considérant que le recours à des ressources extracommunautaires constitue une possibilité d'accès au marché intérieur par des pays tiers qui doit être analysé dans le cadre du dossier des relations avec ces pays ; NOTE que la Commission a l'intention de procéder à une étude sur l'évolution de la situation sociale liée au contexte de libéralisation du transport aérien ; INVITE la Commission à lui présenter dès que possible les résultats de l'étude portant sur les conséquences de la libéralisation du transport aérien, et demande qu'à cette occasion soit pris en compte la question des recours à des ressources extracommunautaires, mentionné dans la résolution du Conseil 94/C 309/02 ...
