At the same time implementation of the Commission’s proposal would cause significant problems in carrying out grubbing-up, in particular in respect of the level of compensation based on yield, which so far has been determined by Member States, at least for quality wines produced in a specific region (QWpsr), the scope of these measures, i.e. whether it should be applied to both basic categories of wine, quality wines produced in specific regions (QWpsr) and table wines and, finally, the question who will be responsible for planning and whether it will be possible to ensure that CMO resources are sufficient to cover compensation in the event of mass demand for grubbing-up by wine producers.

Recommends that, in addition to the permanent abandonment scheme, temporary grubbing-up could be introduced with each Member State deciding whether to introduce it; considers that temporary grubbing-up would allow the wine grower to receive some financial support, as the planting rights would be consolidated for several years, at the end of which the wine grower could replant, dispose of his planting rights or apply for conversion to permanent grubbing-up if the scheme is opened by the relevant Member State;
25. recommande que, indépendamment du régime d'abandon définitif, l'arrachage temporaire puisse être introduit et que la faculté soit laissée à chaque État membre de choisir de le mettre en œuvre; considère que l'arrachage temporaire permettrait d'accorder un soutien financier au viticulteur, le droit de plantation restant gelé pendant plusieurs années, à l'issue desquelles le viticulteur pourrait replanter, céder son droit de plantation ou solliciter la transformation en arrachage définitif si le régime est prévu par l'État membre concerné;

27. recommande que, indépendamment du régime d'abandon définitif, l'arrachage temporaire puisse être introduit et que la faculté soit laissée à chaque État membre de choisir sa mise en œuvre; considère que l'arrachage temporaire permettrait d'accorder un soutien financier au viticulteur, le droit de plantation restant gelé pendant plusieurs années, à l'issue desquelles le viticulteur pourrait replanter, céder son droit de plantation ou solliciter la transformation en arrachage définitif si le régime est prévu par l'État membre concerné;

Under Article 1(3) of Regulation (EC) No 1493/1999, the decision would be taken upon accession whether to classify Poland in wine-growing region A in Annex III to the above Regulation which classifies the areas planted with vines in Member States into wine-growing zones.

(f) lay down, further to Article 4(1), that no document is required where grapes, whether or not pressed, or grape must are transported by producers who belong to a producer group and have produced the grapes or grape must themselves or by a producer group having the product in question in its possession, or where such products are transported on behalf of such producers or producer groups to a collection point or to the wine-making establishments of that group, provided such transport begins and ends within the same wine-growing zone and, where the product in question is intended for processing into quality wine psr, within the specified region concerned, including an immediately adjacent area;
