(18 a) As regards those countries which are candidates to the Schengen Area, namely Bulgaria, Cyprus and Romania and which are either members and cooperating with the Agency, or have already implemented all standards for inclusion in the Area programs and actions, provisions should be made for their inevitable joining of the Schengen zone to the Agency planning and budgeting, taking into account the high level of standards for implementing the acquis and their bordering maritime areas of particular problematic nature for the security of the European Union.

The scenario is very demanding: in fact, the outer borders will adjoin highly problematic countries, such as Ukraine and Belarus, the latter controlled by a government so authoritarian that it warranted the suspension of all official relations with it; and then there is Russia, a major military power which is having trouble adopting a more democratic institutional shape and above all pacifying Chechnya, agreeing without delay to work on the peace plan proposed by Mr Maskhadov, to which Parliament gave its full backing; and then in the south we have Turkey, now on the eve of negotiations which could see it accede; and there is the Middle East, the Gulf and Maghreb and Mashreq countries.

When there is a neighbouring country – and the same would be true, Mr President, if the situation were in Hungary, in which case the base for intervention would probably be in Austria – the question is not only whether the latter can and should benefit but also whether those neighbouring countries which border problematic areas really can share their experience about what is happening in the area.
Et lorsqu'il existe un pays membre qui est voisin – il en irait de même, Monsieur le Commissaire, s'il s'agissait de la Hongrie, auquel cas l'Autriche voisine devrait se prêter à une intervention correspondante –, ce sont ses possibilités et son utilité qui doivent entrer en ligne de compte, sa capacité à faire réellement profiter de son expérience régionale le pays où se posent les problèmes.
