2. 1 Any Member State, even where it is not responsible under the criteria set out in this Regulation, Ö The Member State in which an application for international protection is made and which is carrying out the process of determining the Member State responsible, or the Member State responsible, Õmay, ðat any time, request another Member State to take charge of an applicant in order to ï bring together family members, as well as other dependent relatives, on humanitarian grounds based in particular on family or cultural considerations, ð even where this latter Member State is not responsible under the criteria laid down in Articles 8 to 12 of this Regulation ï.

1. A Member State requesting or receiving financial assistance from one or several other States, the IMF, the EFSF, the EFSM or the ESM shall prepare in agreement with the Commission - acting in liaison with the ECB and, where appropriate, with the IMF - a draft macroeconomic adjustment programme which shall build on and substitute any economic partnership programmes under Regulation (EU) No ./2012 [on common provisions for monitoring and assessing draft budgetary plans and ensuring the correction of excessive deficit of the Member States in the euro area], which shall also include annual budgetary target. The draft macroeconomic adjustment programme shall addresses the specific risks emanating from that Member State for the financial stability of the euro area and shall aim at rapidly re-establishing a sound and sustainable economic and financial situation and restoring its capacity to finance itself fully on the financial markets. The draft macroeconomic adjustment programme shall be based on the assessment of the sustainability of the government debt and shall take due account of the recommendations addressed to the Member State concerned under Articles 121, 126, 136 and/or 148 TFEU - and its actions to comply with them - while aiming at broadening, strengthening and deepening the required policy measures. The draft macroeconomic adjustment programme shall respect the practices and institutions for wage formation and industrial relations in the Union and shall, where possible, take into account the national reform programme of the Member State concerned in the context of the Union strategy for growth and jobs. The draft macroeconomic adjustment programme shall fully observe Article 151 TFEU and Article 28 of the Charter of Fundamental Rights of the European Union.

Un État membre qui demande une assistance financière d'un ou plusieurs autres États, du FMI, du FESF, du MEFS ou du MES ou qui en bénéficie prépare en accord avec la Commission – agissant en liaison avec la BCE et, le cas échéant, le FMI –, un projet de programme d'ajustement macroéconomique basé sur les éventuels programmes de partenariat économique et remplaçant ces programmes en vertu du règlement (UE n° ./2012 [établissant des dispositions communes pour le suivi et l'évaluation des projets de plans budgétaires et pour la correction des déficits excessifs dans les États membres de la zone euro], qui comporte également un objectif budgétaire . Le projet de programme d'ajustement macroéconomique remédie aux risques spécifiques que l'État membre en question fait peser sur la stabilité de la zone euro et vise à rétablir rapidement une situation économique et financière saine et durable ainsi que sa capacité à se financer intégralement sur les marchés financiers. Ce projet de programme d'ajustement macroéconomique est basé sur l'évaluation de la soutenabilité de la dette publique et tient dûment compte des recommandations adressées à l'État membre concerné au titre des articles 121, 126, 136 et/ou 148 du traité – et des actions entreprises pour s'y conformer – tout en visant à élargir, renforcer et approfondir les mesures requises. Le programme d'ajustement macroéconomique respecte les pratiques et les institutions nationales en matière de formation des salaires et, dans la mesure du possible, tient compte du programme national de réforme de l'État membre concerné dans le contexte de la stratégie de l'Union pour la croissance et l'emploi. Le projet de programme d'ajustement macroéconomique respecte pleinement l'article 151 du traité et l'article 28 de la charte des droits fondamentaux de l'Union européenne.

1. When an offence has been committed in a Member State with a vehicle which is registered in another Member State, and the case is not sanctioned and closed immediately by an authority which is in charge of pursuing the offence in the State of offence, the competent authority in that State shall send the vehicle registration number and information concerning the place and date of the offence to the competent authority in the other Member States or the State of residence if this can be identified. It shall do so in the same circumstances and under the same conditions in which it would pursue that offence if committed with a vehicle registered in its own territory.

In order to improve the reliability of such lists, appropriate verification and/or correction mechanisms and minimum guarantees for the persons concerned should be established, at least at the initiative of the Member States of the Sanctions Committees which are also members of the EU. It is also worth drawing attention to the fact that the latter countries have an obligation to cooperate sincerely with the EU and the other Member States, as provided for in Article 19 of the TEU, which stipulates that "Member States which are also members of the United Nations Security Council will concert and keep the other Member States fully informed”. This requirement is all the more necessary in such situations since the list, once adopted, will make the EU institutions and the Member States accountable before the Strasbourg and Luxembourg Courts.
Cette exigence est d'autant plus nécessaire dans ces situations qu'une fois adoptée, la liste engage les institutions de l'UE et les États membres devant les cours de Strasbourg et de Luxembourg. Nationals of Member States wishing to acquire one of the diplomas, certificates or other evidence of formal qualifications of specialist doctors not referred to in paragraph 1, or which, although referred to in paragraph 1, are not awarded in the Member State of origin or the Member State from which the foreign national comes, may be required by a host Member State to fulfil the conditions of training laid down in respect of the speciality by its own law, regulation or administrative action.
