In pre-defined cases, as determined at national level, the national coordination centre may authorise an authority referred to in paragraph 1 to communicate and exchange information with the regional authorities or the national coordination centre of another Member State or the competent authorities of a third country on condition that it regularly informs its own national coordination centre about such communication and information exchange.

During the high level meeting in Bamako, "the Parties agreed to support the creation by le Mali of the Migration Information and Management Centre".The general objective is the definition and implementation by Mali of a migratory policy adapted to the regional and European policies and dynamics.The specific objective is the setting up of the Migration Information and Management Centre which will implement and coordinate the various elements of Mali's migration policy.The expected results are (i) definition and implementation of an information and communication strategy on the legal conditions for migration and the prevention of irregular migration, (ii) putting in place a mechanism for welcoming, orientating and accompanying potential migrants (iii) putting in place a service for welcoming, orientating and accompanying returnees (iv) productively using the human, financial and technical capital lof the diaspora (v) knowledge and analysis of the migratory flows of relevance to Mali (vi) coordination of the various hierarchical structures so that they can properly steer the above-mentioned components.

In the event of a major emergency within the participating States or imminent threat thereof, which causes or is capable of causing transboundary effects or which may result in a call for assistance through the Monitoring and Information Centre from one or more countries, the competent authority and/or contact points of the State in which the emergency is imminent or has occurred, shall without delay inform the Monitoring and Information Centre via the established communication channels.

[43] Recognising this need for enhanced localised networking and information flows, the Innovation Programme of the Community RTD Framework Programme has established Innovation Relay Centres (IRC) (68 active centres including the EEA countries and NAC; they are financed by the Innovation Programme and aim at informing and assisting the local user community on innovation and trans-national technology transfer. The Structural Funds have promoted Business Innovation Centres (150 BICs in 20 countries, including some EEA countries) focused mainly on the creation of new innovative SME's.
[43] Vu ce besoin de mise en réseau localisée et de flux d'informations plus importants, le programme Innovation du programme-cadre communautaire de RDT a créé des centres relais innovation (CRI) (68 centres actifs comprenant les pays de l'AELE et les nouveaux pays candidats; ces centres sont financés par le programme Innovation et ont pour but d'informer et d'assister la communauté locale des utilisateurs dans le domaine de l'innovation et du transfert transnational de technologie. Les fonds structurels ont participé au financement des centres d'entreprise et d'innovation (150 CEI dans 20 pays, dont plusieurs pays de l'AELE) principalement axés sur la création de nouvelles PME innovantes.

When the activities referred to in points (a) to (e) are being implemented, close links will be developed with comparable activities of the European Centre for the development of vocational training (Cedefop) in the field of information on vocational training, with the Statistical Office of the Community (Eurostat) in the field of statistics, with the Community Naric network (National Academic Recognition Information Centres) and with any other information network in the field of education at national, European and international level.
