Canada can simply sit on the sidelines and wait for the big players the United States, the European Union, and so on to sort that out and decide how much they're prepared to give, but if Canada wants to be a leader on this file, if we want to live up to our traditional ambitions of punching above our weight, of making a real difference in these discussions, I think it's important for us to at least be willing to say, look, we know this is going to require big changes in each of our countries.
