I think I can speak for every member of the committee when I say that we are convinced — and I assume you are, although I would like to hear your views on it — that success in Afghanistan will be through a combination, as BGen. Howard has outlined in this paper, of military stabilization of an area and aid coming in to win the hearts and minds of the people who live in the stabilized area.
