12. Notwithstanding subsection 10(1) the Government Annuities Act, where an annuity contract is a registered retirement savings plan within the meaning of the Income Tax Act or is under a registered pension fund or plan within the meaning of the Income Tax Act, any monies payable under that contract may, at the request of the annuitant or, if the annuitant is dead, at the request of the beneficiary, be paid to another registered retirement savings plan within the meaning of the Income Tax Act or to another registered pension fund or plan within the meaning of the Income Tax Act.

Where any of the supervisory authorities concerned disagrees on the approval of the recovery plan within the four-month period referred to in paragraph 1 or on the approval of the proposed measures within the one month period referred to in paragraph 2, any supervisory authority may refer the matter to EIOPA and request its assistance in accordance with Article 19 of Regulation (EU) No 1094/2010. In that case, EIOPA may act in accordance with the powers conferred to it by that Article, and shall take its decision within one month of such referral.

How is the Commission promoting reform of the Bretton Woods institutions, particularly with a view to enabling developing countries to keep their own resources within their borders and eradicate illicit financial flows, which are detrimental to their development? How does the Commission plan to ensure a greater voice and representation for low-income countries and a greater sensitivity to their needs within international financial institutions?

I ask for the unanimous consent of this House to adopt the following motion: That the government's notice of ways and means motion No. 13, tabled in the House by the Minister of Labour on December 8, 2006, be deemed adopted and that the bill listed on the order paper under “Introduction of Government Bills” and entitled “An Act to amend the Bankruptcy and Insolvency Act, the Companies' Creditors Arrangement Act, the Wage Earner Protection Program Act and chapter 47 of the Statutes of Canada, 2005” be deemed to have been introduced in the House, deemed to have been read the first time and printed, deemed to have been read the second time and referred to a committee of the whole, deemed considered in committee of the whole, deemed reported with the following amendment: “That clause 32 of the bill be replaced by the following: Paragraphs 67(1)(b) to (b.3) of the same statute, as enacted by subsection 57(1) of Chapter 47 of the Statutes of Canada 2005, are replaced by the following: (b)any property that as against the bankrupt is exempt from execution or seizure under any laws applicable in the province within which the property is situated and within which the bankrupt resides; (b.1) goods and services tax credit payments that are made in prescribed circumstances to the bankrupt and that are not property referred to in paragraph (a) or (b); (b.2) prescribed payments relating to the essential needs of an individual that are made in prescribed circumstances to the bankrupt and that are not property referred to in paragraph (a) or (b); (b.3) without restricting the generality of paragraph (b), property in a registered retirement savings plan or a registered retirement income fund, as those expressions are defined in the Income Tax Act, or in any prescribed plan, other than property contributed to any such plan or fund in the 12 months before the date of bankruptcy”, deemed concurred in at the report stage as amended, and deemed read the third time and passed”.

The plans for the river Ebro in Spain’s National Hydrological Plan (NHP) have aroused major controversy. Nothing has been said, however, regarding the fate of the river Júcar, the second largest river in the Spanish Mediterranean region, which under the NHP is to be used as a centre for hydraulic redistribution in the Mediterranean area, with three transfers within a 200-kilometre stretch, namely the Tajo-Segura transfer, in operation since 1980, the Júcar-Vinalopó transfer, already being slowly introduced, and the Ebro transfer scheme, under which it is planned to transfer 63 hm of water in the vicinity of the Tous dam.
Le plan hydrologique national espagnol (PHN) a suscité une vive controverse autour de l’Èbre mais il semble que l’on n’ait pas perçu les conséquences de ce projet pour le Júcar, deuxième fleuve de la Méditerranée espagnole en importance, que le PHN prétend utiliser comme centre de redistribution hydraulique sur le versant méditerranéen et qui recevra trois transvasements sur moins de 200 km: le Tage-Segura, en service dès 1980, le Júcar-Vinapolo, en cours de construction encore qu’à un rythme très lent, et le projet de transvasement de l’Èbre, qui fournira selon les prévisions 63 hm³ à proximité du barrage de Tous.
