Up until this point, the problem has been that if a provincial program identified a witness it wanted protected, it would have to not only accept that the individual should be protected, meaning that the person would essentially be applying to the provincial or municipal program, but that if the person was admitted, the provincial or municipal program would then have to go to the RCMP and ask for admission to the federal witness protection program.
