7. RECALLS that COP 7 adopted a Programme of Work on protected areas with the objective of the establishment and maintenance by 2010 for terrestrial and by 2012 for marine areas of a comprehensive, effectively managed, and ecologically representative national and regional systems of protected areas to be integrated in a global network; NOTES with great concern that implementation is lagging behind and EMPHASISES the need for more effective measures and adequate technical and financial support, including improved integration of protected areas as valuable assets in national and local development processes, to reach the goals and targets of the programme of work; in this context, UNDERLINES that COP 8 should adopt a mechanism and work schedule for a clear and efficient process to review implementation of the Programme of Work which should focus on the goals and targets contained therein, including the identification of obstacles, gaps and possible responses; HIGHLIGHTS the importance of ensuring further work of the Ad hoc Open-ended Working Group on Protected Areas to support and review progress on implementation;

RAPPELLE que la CdP 7 a adopté un programme de travail sur les zones protégées qui a pour objectif de créer et d'entretenir, d'ici 2010 pour les zones terrestres et d'ici 2012 pour les zones marines, des systèmes nationaux et régionaux de zones protégées qui soient à la fois exhaustifs, gérés de manière efficace, représentatifs sur le plan écologique et destinés à être intégrés dans un réseau global; NOTE avec une vive inquiétude des retards dans la mise en œuvre et SOULIGNE que des mesures plus efficaces et un soutien technique et financier approprié sont nécessaires, y compris une meilleure intégration des zones protégées, en tant qu'instruments précieux dans les processus de développement nationaux et locaux, afin d'atteindre les objectifs du programme de travail; SOULIGNE à cet égard que la CdP 8 devrait adopter un mécanisme et un calendrier de travail afin de pouvoir procéder en toute clarté et avec efficacité à l'examen de la mise en œuvre du programme de travail, qui devrait porter en particulier sur les objectifs qui y sont prévus, y compris la mise en évidence des obstacles, des lacunes et des solutions éventuelles; SOULIGNE l'importance de veiller à ce que le groupe de travail spécial à composition non limitée sur les zones protégées poursuive ses travaux pour appuyer et évaluer les progrès de la mise en œuvre;
