The delegations confirmed the Parties’ strong desire and willingness to work together to build upon the progress achieved by the ICAO High Level Meeting on International Aviation and Climate Change by seeking to join with international partners in a collective effort at ICAO to establish a more ambitious program of action, including robust goals, a framework for market-based measures, and considerations for the special needs of developing countries.

Consideration should be given to the special situation in which a Member State should be able to provide a driver who does not have his normal residence in a Member State or in a country which is a contracting party to the European Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport of 1 July 1970 (‘the AETR Agreement’) with a temporary, non-renewable driver card.

7. Supports the impartial work of the OSCE Special Monitoring Mission and commends its reporting activities; urges the parties in conflict not to create obstacles to the work of the Special Monitoring Mission, and calls on the OSCE members to ensure that the mission has all necessary equipment and personnel to perform its mandate, as well as to increase its monitoring capabilities and capacity to facilitate dialogue on the ground;

19. Stresses that, in order to enhance further social dialogue on the topic of psychosocial constraints at work in the European steel sector, special attention should be paid to the specific features of working conditions, to identifying sector-specific causes – such as, for example, the heavy nature of steel production work, the properties of the workforce (male, high age structure), environmental concerns, the proliferation of technological innovations and the substantial restructuring of the European steel industry – and to verifying the impact of these causes on the work floor, which can serve to improve sectorial exchange and reflection on prevention practices; stresses further that all key prevention players (be it at European, national or local level), including company management, occupational safety and health services, workers’ representatives, etc) can prevent psychosocial constraints at work on all prevention levels, meaning that they can continue to make improvements in terms of both health and performance, which are two sides of the same coin;
19. souligne qu'en vue d'améliorer encore le dialogue social sur les contraintes psychosociales au travail dans le secteur sidérurgique européen, il conviendrait d'accorder une attention particulière aux caractéristiques spécifiques des conditions de travail, à l'identification des causes liées au secteur – comme, par exemple, la nature pénible du travail de production de l'acier, les particularités de la main-d'œuvre (masculine, avec une moyenne d'âge élevée), les préoccupations environnementales, la multiplication des innovations technologiques et la restructuration en profondeur de l'industrie sidérurgique européenne – et à la vérification de l'incidence de ces causes sur le lieu de travail, toutes ces mesures pouvant servir à améliorer les échanges sectoriels et la réflexion sur les pratiques en matière de prévention; insiste par ailleurs sur le fait que tous les acteurs clés de la prévention, que ce soit au niveau européen, national ou local, y compris les directions d'entreprise, les services de santé et de sécurité au travail, les représentants des travailleurs, etc., peuvent empêcher l'apparition de contraintes psychosociales au travail à tous les niveaux de prévention, ce qui signifie qu'ils peuvent continuer à apporter des améliorations, que ce soit sur le plan de la santé et de la productivité, qui sont deux faces de la même médaille;

24. Stresses the need to increase the level of cooperation and consultation between the Council’s Working Party on Fundamental Rights (FREMP) and Human Rights Working Group (COHOM); calls for this cooperation and consultation to be extended to the EU Special Representative for Human Rights; calls on both bodies to make full use of the Council of Europe’s expertise and instruments and of UN special procedures, including when preparing new initiatives with a view to articulating and promoting common values and international standards;
24. souligne la nécessité de renforcer la coopération et la concertation entre le groupe de travail sur les droits fondamentaux (FREMP) et le groupe de travail «droits de l'homme» (COHOM) du Conseil; demande que cette coopération et cette concertation s'appliquent au représentant spécial de l'Union pour les droits de l'homme; demande aux deux organes d'utiliser pleinement l'expertise et les instruments du Conseil de l'Europe ainsi que les procédures spéciales des Nations unies, notamment lors de la préparation de nouvelles initiatives en vue de définir et de promouvoir des valeurs communes et des normes internationales;
