So far as we can tell, what would be supposed to happen would be a provincial inspector would go on site for the purpose of conducting an inspection for compliance with both federal and provincial requirements, and if he or she saw evidence of non-compliance with a federal requirement, he or she would then have to go back to the office, pick up the phone, and phone the federal government, which would then apparently have to send what it termed an “investigator”, in CEPA language, someone who would actually conduct an investigation, and then try to pursue the prosecution, if that's warranted.
