As concerns the comment that the absence of a means of enforcement of licences other than suspension (not to mention cancellation) would render Parliament a ``laughing-stock'', it bears noting that it is by no means unusual for licencing schemes to be established by federal legislation under which suspension and cancellation are the sole means of enforcing licences.
