What I think we do find frustrating about the current WTO talks is the worst abusers in terms of the world trade system and those who do not follow the rules have been the European Union and the United States. Yes, they are they are big players, but now they tend to be driving the WTO agenda again.
Ce qui suscite de la frustration, à mon avis, c'est le fait que les Européens et les Américains sont ceux qui abusent le plus du système commercial mondial et qui tentent par surcroît de piloter les dossiers dont l'OMC est saisie.

Faced with the breakdown of the July 2008 WTO negotiations – in which only seven of its members took part – due to the differences of opinion between the EU and the United States on the one hand and the main developing countries on the other, once again a majority in this Parliament have been forced by circumstance to moderate their language in order to try and salvage the agenda and objectives of liberalisation of world trade through the current negotiating round.
Face à la rupture des négociations à l’OMC de juillet 2008, auxquelles n’ont participé que sept de ses membres en raison de divergences d’opinion entre l’UE et les États-Unis d’une part et les grands pays en développement d’autre part, une majorité de ce Parlement a une fois de plus été contrainte par les circonstances de modérer ses propos afin de sauvegarder le programme et les objectifs de libéralisation du commerce mondial à travers le cycle de négociation en cours.

Calls on the Commission to work for the inclusion of social clauses in international treaties, and to do so on the basis of the five ILO conventions considered to be priorities, namely the right to organise, freedom of assembly, and the elimination of child labour, forced labour, and discrimination; calls for the implementation of these social clauses to be backed up by positive measures and incentives for countries and companies to abide by them; calls on the Commission and Council to work to ensure that this matter is again placed on the agenda at the WTO ministerial conference, and that a committee for trade and human rights is created to deal in particular with issues of human rights in the working world;

– (FR) Mr President, you wanted us once again to review the progress of negotiations in the WTO on what is known as the Doha Development Agenda following the period of reflection, work and consultation that the Commission undertook after the collapse of the talks in Cancún.

In closing, once again I want to say that because of our deep concerns about the undemocratic agenda of the WTO, because of the failure of the WTO to respect the rights of workers, to respect fundamental human rights and to ensure that the multilateral environmental agreements take precedence over the corporate rights of multinational companies, for all of those reasons, my colleagues in the New Democratic Party and I are opposing the principle of this legislation and calling for fair trade globally, not the kind of trade that the WTO is promoting (1625) As thousands said in Pôrto Alegre, Brazil just last month, un autre monde est possible, another world is possible, and it is that other world that we as New Democrats are striving for in the context of this debate today.
Je tiens à répéter en terminant que, vu nos inquiétudes profondes relativement au programme non démocratique de l'OMC, au fait que cette organisation ne respecte pas les droits des travailleurs et les droits fondamentaux de la personne et au fait qu'elle ne veille pas à ce que les accords environnementaux multilatéraux aient préséance sur les droits des entreprises ou des multinationales, nous, députés du Nouveau Parti démocratique, sommes opposés au principe de cette mesure législative et demandons l'instauration d'un commerce mondial équitable et non le commerce que préconise l'OMC (1625) Comme des milliers de gens l'ont affirmé à Pôrto Alegre au Brésil le mois dernier, un autre monde est possible et c'est cet autre monde que les néo-démocrates cherchent à promouvoir dans le contexte du débat d'aujourd'hui.

This is why I think some sort of international regime for what constitutes subsidies and dumping has to be.I think there will be a lot of pressure brought to bear on the Americans that this will have to be part of a package this time around. The Chair: It's fair to say that there has been an unequivocal statement, over and over again, by the WTO that education and health are not on the agenda, as well as that water is not on the agenda.

Again, in closing, we urge the government to remain engaged in the work of the WTO's investment and trade facilitation review and to press vigorously for their incorporation into the negotiating agenda following the fifth ministerial in 2003 in Mexico.
En terminant, nous exhortons le gouvernement à continuer de participer aux travaux de l'OMC dans les dossiers de l'investissement et de la facilitation du commerce, et d'insister vigoureusement pour faire intégrer ces dossiers dans le programme des négociations qui suivra la cinquième réunion ministérielle en 2003 à Mexico.

Regrets that the WTO member states could not reach an agreement on an agenda for a new comprehensive round of trade talks, thereby demonstrating once again the difficulty of finding solutions to the imperative need to adress the process of globalisation; hopes that a new cycle of wide-ranging talks in the WTO can be launched in the not too distant future;
