Question No. 207 Ms. Colleen Beaumier: With regard to the Department of Canadian Heritage’s Plans and Priorities for the Multiculturalism Program: (a) for the fiscal years 2005-2006 to 2009-2010, what is the actual and planned spending for all multiculturalism programs falling under the program activities “Promotion of Intercultural Understanding” and “Participation in Community and Civic Life”; (b) for the fiscal years 2005-2006 to 2009-2010, was any multiculturalism funding reallocated and will any multiculturalism funding be reallocated and, if so, (i) to which departments, (ii) how much funding has each department specifically received or will receive, (iii) to what purposes specifically; (c) for the fiscal years 2005-2006 to 2009-2010, was any multiculturalism funding allocated or will any multiculturalism funding be allocated and to what purpose; (d) what was the total value of multiculturalism funding authorized and released by the Minister’s Office on the last two days of the 2006-2007 fiscal year; (e) in 2006-2007, what was the total value of multiculturalism funding allocated by the Department but not released to reimburse actual expenditures occurred by the organization; (f) who specifically is the “Multiculturalism Champion” and what is his or her mandate; (g) who specifically sits on the Departmental Steering Committee on Multiculturalism and what is its mandate; and (h) once multiculturalism is mainstreamed into the day to day operations of the Department, will the Multiculturalism Program exist as an independent program or department and will it or will it not receive funding directly as an independent program?

The year 2008 shall be designated as the ‘European Year of Intercultural Dialogue’ to contribute to giving expression and a high profile to a sustained process of intercultural dialogue which will continue beyond that year.

Initiatives organised in third countries in association or cooperation with the European Year of Intercultural Dialogue, without being supported financially by it, may also receive non-financial support from the Community and use the logo and other materials associated with the European Year of Intercultural Dialogue.

The Community will grant non-financial support, including written authorisation to use the logo, once developed, and other materials associated with the European Year of Intercultural Dialogue, in initiatives from public or private organisations, in so far as the latter may provide assurances to the Commission that the initiatives in question are or will be carried out during 2008 and are likely to make a significant contribution to achieving the objectives of the European Year of Intercultural Dialogue.

It is essential to ensure complementarity and a horizontal approach in all Community, national, regional and local actions with a strong intercultural dialogue dimension, given that the European Year of Intercultural Dialogue will help to raise their profile and increase their coherence.

The European Year of Intercultural Dialogue seeks to increase the visibility, efficiency and coherence of all European programmes and actions that contribute to intercultural dialogue, such as the Europe for Citizens 2007-13 and the “Culture” programme.

The Commission thus proposes that 2008 be declared “Year of intercultural dialogue”, a European Year which, because of its multiplier effect, will develop into a unique instrument for raising awareness of the chosen theme among citizens, particularly young people.
