Stresses that, thanks to Parliament’s strong commitment, the EU’s annual contribution to the Palestinian Authority, the UNRWA and the Middle East peace process over the last years amounts to EUR 300 million, and recalls that the budgetary authority has, in the course of the budgetary conciliation, agreed to an allocation of EUR 200 million for the year 2012, conditioned by a sine qua non supplementary increase of EUR 100 million for the 2011 financial year stemming from unused appropriations; calls for a funding commitment that reflects actual needs from the beginning of the budgetary year in order to ensure that the EU can effectively support sustainable peace-building; insists that strict financial controls are imposed and that a detailed breakdown and evaluation of expenditure is made to the European Parliament;

3. The authorisation of operations which accrue to the first budgetary year after the date of application of this Decision shall be performed by the Director appointed under Article 29 of the Europol Convention from 15 November in the year preceding the first budgetary year after the date of application of this Decision.
3. À compter du 15 novembre de l’année qui précède le premier exercice budgétaire suivant la date d’application de la présente décision, les opérations relevant dudit premier exercice budgétaire sont autorisées par le directeur désigné en vertu de l’article 29 de la convention Europol.

4.
