In addition to the initial prefinancing amount paid in accordance with point (b) of Article 134(1) of Regulation (EU) No 1303/2013, an additional initial prefinancing amount from the specific allocation for the YEI shall be paid in 2015 for all operational programmes supported by the YEI, irrespective of the form of the programming arrangement in accordance with Article 18 of this Regulation, in order to increase the initial prefinancing from the specific allocation for the YEI to 30 % (the “additional initial prefinancing amount”).

In order to address the budgetary constraints faced by Member States at the initial stage of the programming period and taking into account the urgent need to address youth unemployment and the specific features of the YEI, provisions should be laid down that complement Regulation (EU) No 1303/2013, to increase the level of the initial prefinancing paid to operational programmes supported by the YEI in 2015.
Pour pallier les restrictions budgétaires que connaissent les États membres au début de la période de programmation et compte tenu de l'urgence qu'il y a à traiter le problème du chômage des jeunes, tout comme les spécificités de l'IEJ, il convient de compléter le règlement (UE) no 1303/2013 par des dispositions visant à augmenter le montant de préfinancement initial versé en 2015 aux programmes opérationnels soutenus par l'IEJ.

To ensure that the additional initial prefinancing amount is used for the immediate implementation of the YEI, that amount should be reimbursed to the Commission should the Union contribution from the YEI not amount to an adequate level in interim payment applications submitted to the Commission within 12 months after the entry into force of this Regulation.

To ensure that Member States have sufficient means to provide payments to beneficiaries responsible for the implementation of operations that target youth unemployment, an additional initial prefinancing amount from the specific allocation for the YEI should be paid in 2015 for operational programmes supported by the YEI, in order to complement the prefinancing amounts paid in accordance with Regulation (EU) No 1303/2013.
Afin de garantir que les États membres disposent de suffisamment de moyens pour procéder aux paiements en faveur des bénéficiaires responsables de l'exécution des opérations de lutte contre le chômage des jeunes, il y a lieu de verser en 2015, aux programmes opérationnels soutenus par l'IEJ, un préfinancement initial supplémentaire, imputé sur la dotation spéciale pour l'IEJ et venant compléter les montants de préfinancement versés conformément au règlement (UE) no 1303/2013.

Welcome the frontloading of the fund for the Youth Employment Initiative (YEI) to the 2014 and 2015 budgets; however points the risk at fully consuming the YEI budget (EUR 6 billion of which 3 billion comes from the ESF) by 2015; urges the European Commission to come up with a new YEI regulation aiming at increasing the financial envelope for the YEI to make it efficient and permanent;
35. se félicite de la préalimentation du fonds pour l'initiative pour l'emploi des jeunes (IEJ) pour les budgets 2014 et 2015; insiste cependant sur le risque consistant à épuiser la totalité du budget de l'IEJ (6 milliards EUR, dont 3 milliards issus du FSE) d'ici 2015; prie instamment la Commission de présenter un nouveau règlement relatif à l'IEJ visant à accroître l'enveloppe financière de ladite initiative à des fins d'efficacité et de pérennité;
