Welcomes the adoption by the Commission on 12 March 2013 of the draft mandate for the Transatlantic Trade and Investment Partnership Agreement with the United States, and urges the Council to approve it without delay so that formal negotiations on a comprehensive agreement that addresses the full range of barriers to EU goods and services can begin without delay; points out that the Commission has an obligation to assertively pursue the EU’s offensive interests during the negotiations with a view to concluding the deal within an ambitious yet realistic timeframe;
43. se félicite de l'adoption par la Commission, le 12 mars 2013, du projet de mandat pour le partenariat transatlantique de commerce et d'investissement avec les États-Unis, et invite instamment le Conseil à l'approuver sans délai afin que des négociations sur un accord complet abordant tout l'éventail des obstacles opposés aux biens et aux services de l'Union européenne puissent commencer sans retard; souligne que la Commission est tenue de défendre avec assurance les intérêts offensifs de l'Union pendant les négociations, afin de dégager un accord dans les délais d'un calendrier certes ambitieux mais néanmoins réaliste;
