The Council held a brief exchange of views on the situation in Somalia following the election of Mr Abdullahi Yusuf as President on 10 October and the expected formation of a transitional government, on the basis of briefings given by the Italian and Swedish delegations and by High Representative Mr Javier Solana.

The installation of the federal parliament, the election of the president of parliament and of his vice-presidents, the appointment by parliament on 10 October 2004 of Abdullah Yusuf Ahmed as president of the republic, and the appointment of the Prime Minister of the federal government were important steps, but the help and support provided by the Union was too half-hearted, and the lack of prompt action to help the population has left the way open to a resurgence of radical fundamentalism, which poses more and more of a risk because it is allied to terrorism.

This decision was already anticipated by President José Manuel Barroso and the European Commissioner for Development and Humanitarian Aid, Louis Michel, on 28 March, when they signed a Memorandum of Understanding with President Yusuf and Prime Minister Ghedi for the Transitional Federal Government of Somalia.

The European Union warmly welcomes the Declaration issued jointly in Aden on 5 January 2006 by President Abdullahi Yusuf Ahmed of the Somali Republic and the Speaker of the Transitional Federal Parliament of Somalia, Sharif Hassan Sheikh Aden, and commends President Ali Abdalla Salah of the Republic of Yemen for his facilitation of their discussions.
