Full implementation of activity-based budgeting in 2008 by Cedefop is an important step to make visible and understand better the relationship between investment and outcome for different activities, and so their strategic value to the organisation and its stakeholders. As recommended by the evaluators, Cedefop should investigate how this system can be used for financial monitoring and reporting to assess accurately the actual resources used by activities (as opposed to the resources budgeted for).
