(Return tabled) Question No. 418 Mrs. Anne-Marie Day: With regard to social and environmental security in the Canadian Arctic and following such environmental disasters as the Exxon Valdez oil spill in Alaska and the explosion on the Deepwater Horizon drilling rig: (a) how many emergency response or contingency plans are currently in effect, (i) which departments are responsible for these plans, (ii) in the event that several departments are responsible for certain plans, what coordination measures have been introduced to implement them, (iii) have these plans been adapted to meet the conditions in the Canadian Arctic; (b) what is the total amount spent by the government on social and environmental security in the Canadian Arctic from 2004-2005 up to and including the current fiscal year; (c) what facilities exist and are currently available in Canada to deal with an environmental catastrophe such as an Arctic oil spill; (d) how many infrastructures such as roadways, airfields, staging areas, supply areas, medical facilities, ships, aircraft and kilometres of booms are currently available and ready for use in Canada; (e) what are the estimated response times for oil spills in the Canadian Arctic given the geographic isolation of the area; and (f) what is the total labour force that Canada can call on to take action in this region in the event of a disaster like an oil spill, (i) how many people in Canada are currently trained for this type of response and where is this training offered, (ii) how many search and rescue personnel are currently north of the 60th parallel?

Mr. Speaker, pursuant to Standing Order 34(1) I have the honour to present to the House, in both official languages, the report of the Canadian Parliamentary Delegation of the Canada-Europe Parliamentary Association to the meeting of the Standing Committee of Parliamentarians of the Arctic Region for the Seventh Convention Conference of Parliamentarians of the Arctic Region in Kiruna, Sweden, August 2 to 4.

The Northern Dimension is a consolidated policy of the EU. It aims at promoting dialogue and concrete cooperation in the Northern areas of Europe, covering the Baltic Region as well as the Arctic and Sub-Arctic areas of the continent. The Northern Dimension objective is the overall welfare of this vast region with many natural resources, through efficient and sustainable regional cooperation. The Northern Dimension also contributes to overcome dividing lines in this region which has so many common features as well as common challenges across the borders of the States concerned.

Elle a pour objet d’encourager le dialogue et une coopération concrète dans les parties septentrionales de l’Europe, qui couvrent la région de la Baltique tout comme les zones arctiques et subarctiques de notre continent. Elle vise à assurer le bien-être général de cette vaste région dotée de nombreuses ressources naturelles, au moyen d’une coopération régionale efficace et durable. Elle permet également de surmonter les divisions que connaît cette région, qui possède de très nombreuses caractéristiques communes et doit faire face à des défis communs de part et d’autre des frontières des États concernés.
