The Commission will proceed swiftly with the implementation of the second call for proposals, covering unused funds from the first call as well as the revenues of the remaining 100 million allowances in the new entrants' reserve.

2. Selection of CCS and RES demonstration projects for funding under this Decision shall take place through two rounds of calls for proposals organised by the Commission and addressed to Member States, covering the equivalent of 200 million allowances for the first round of call for proposals, and the equivalent of 100 million allowances and the remaining allowances from the first round of calls for proposals for the second round of calls for proposals.

100. Considers that the impact of supplying renewable energy from agriculture should not be pursued one-sidedly to the detriment of livestock farming and of the food security of people in Europe and throughout the world, sustainability and biodiversity; calls on the Commission, therefore, to carry out an impact assessment of support measures for renewable energies in the context of food security and the environment; calls for appropriate funding for research and the introduction of recent and efficient energy technologies which exploit biomass to the full (e.g. second generation biofuels); strongly reiterates the fact that, in the short term, biogas plants based on animal-origin residues have the largest, most sustainable potential for growth in terms of providing additional energy from biomass;
100. is van mening dat het leveren van hernieuwbare energie door de landbouw geen eenzijdig proces mag zijn dat ten koste gaat van de veehouderij en de continuïteit van de voedselvoorziening in Europa en de rest van de wereld, de duurzaamheid en de biodiversiteit; verzoekt de Commissie daarom onderzoekt te doen naar de effecten van de bevordering van duurzame energievormen op de continuïteit van de voedselbevoorrading en op het milieu; dringt aan op adequate subsidies voor onderzoek en de invoering van de nieuwste en meest efficiënte energietechnologieën die biomassa optimaal gebruiken (b.v. biobrandstoffen van de tweede generatie); herinnert er andermaal nadrukkelijk aan dat biogasinstallaties op basis van dierlijke afvalstoffen op korte termijn het grootste en duurzaamste potentieel voor extra energie uit biomassa bieden;

Emphasises the Commission's task of overseeing the rapid creation of a superfast trans-European research network with a capacity of 100 gigabits/second, without which it will not be possible for a competitive, dynamic and knowledge-based economy to become a reality; calls on the Commission to be more ambitious when implementing the Géant project;

Welcomes the launch of the GEANT (Gigabit European Academic NeTwork) project, which will link European research and educational networks with a capacity of 2.5 gigabits per second; calls on the Member States and the Commission, with the help of the European Investment Bank, to pursue their efforts to put in place a high-speed European research network with a capacity of 100 gigabits per second, without which a dynamic, knowledge-based economy resistant to competition will not be possible;
