Deplores the Council's cuts to Heading 4 (-0,83 % in commitment appropriations and -5,24 % in payment appropriations), which makes it the heading most severely affected by the Council's cuts to payment appropriations; reiterates the fact that although it takes up less than 6 % of the total Union budget, Heading 4 is the projection of Union engagement abroad and it should therefore ensure enough resources for the Union to play its role as a global actor;
