It classifies sites at which waste awaiting treatment is stored for over a year (and even over 3 years) as ‘waste facilities’, when these are quite simply tips. It permits the construction of waste tips without geological barriers, or with geological barriers that fail to meet the relevant standards, and allows the practice of the mixing and dilution of waste.
