Following up the inclusion of mobility as one of their key priorities in their joint 2003-2005 work programme, a dedicated seminar on mobility was held with the social partners on 13 February 2003 within the framework of the social dialogue.

Calls on the Commission to adopt a holistic approach to migration and asylum policy by establishing reliable mechanisms for solidarity and the sharing of financial and other responsibilities among the Member States; expects the Commission not only to enhance existing European instruments but also to explore and propose new means of safe and legal access to the EU; takes the view that this policy must include partnerships with third countries in support of secure mobility, democratisation processes, joint border management, the fight against smuggling and trafficking of human beings and joint protection of people in distress;

11. Urges the Commission to consider legislative proposals that would tackle VAT carousels at root level by introducing an EU-wide mechanism of reverse charge of VAT, which, besides being an effective anti-fraud measure, would also mean an administrative simplification for producers and traders; calls on the Commission, therefore, to come forward with legislative proposals to establish a reverse charge mechanism for the six most sensitive sectors: audio and video equipment, food and beverages, computer hardware, microprocessors and accessories, mobile telephones and accessories, textiles and automobiles; urges that VAT fraud within the EU Emission Trading System be effectively tackled;

(14) The ambition and scope of the objectives of the Joint Technology Initiative on Bio-based Industries, the scale of the financial and technical resources that need to be mobilized, and the need to achieve effective coordination and synergy of resources and funding, require the involvement of the Union. Therefore a Joint Undertaking for the implementation of the Joint Technology Initiative on Bio-based Industries (hereinafter the BBI Joint Undertaking) should be established as a legal entity.
(14) De ambitie en de reikwijdte van de doelstellingen van het gezamenlijke technologie-initiatief inzake biogebaseerde industrieën, de schaal van de financiële en technische hulpbronnen die aangeboord moeten worden en de noodzaak om doeltreffende coördinatie en synergie van hulpbronnen en financiering te bereiken, vereisen de betrokkenheid van de EU. 2. This action shall also support the international mobility of students and staff to and from partner countries as regards higher education, including mobility organised on the basis of joint, double or multiple degrees of high quality or joint calls.

Emphasises that the Commission should intensify its efforts in promoting sustainable tourism in the fields of cultural, natural, historical and industrial heritage as well as for soft mobility (combination of the TEN-T railway networks with the Eurovelo network) and eco-tourism, particularly in mountainous, costal and island areas; stresses that tourism services need to be accessible to all, including persons with reduced mobility and the socially disadvantaged;
