As for transport, in order to take into account possible changes in political priorities and technological capabilities, as well as traffic flows, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFEU) should be delegated to the Commission in respect of adopting amendments to Part I of Annex I and detailing the funding priorities for eligible actions under Article 7(2) to be reflected in the work programmes.

The Commission shall be empowered to adopt delegated acts in accordance with Article 26 in order to supplement or amend the requirements for qualified entities listed in Annex I and the conditions to be attached to certificates to be awarded to air navigation service providers listed in Annex II in order to take account of experience gained by national supervisory authorities in applying these requirements and conditions or of the evolution of air traffic management system in terms of interoperability and integrated provision of air navigation services.

Recalls that Intelligent Transport Systems (ITS) make mobility safer, more efficient, environmentally friendly and fluid, and therefore calls on the Commission and the Member States to intensify efforts on ITS, including innovation and implementation in the fields of provision of real-time travel information, highly automated vehicles, smart infrastructure and intelligent traffic signal systems; recalls the importance of ITS in providing accurate, real-time traffic and travel data, and therefore invites the Commission to bring urban mobility into the focus of the Digital Agenda; encourages stakeholders to cooperate closely in the development of interoperable and integrated mobility services such as multimodal public transport, shared mobility and intermodal integrated ticketing facilities; asks the Commission to prioritise the development of innovative applications and new technologies enabling road users to take a more proactive role as developers and data producers in the transport system, in order to contribute to platforms for mobility services, in accordance with EU rules and data protection;

(37) In order to properly determine the level of fees and charges which the Agency is entitled to levy, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of articles dealing with issuing and renewal of authorisations for placing in service of trackside control-command and signalling subsystems, authorisations for placing on the market for vehicles and for types of vehicles, and safety certificates.
