Development of measures to combat AIDSIn the light of the conclusions of the Council and the Ministers for Health meeting within the Council on 16 May 1989 (2) which:- requested the Commission to prepare and submit to the Council by the end of 1989 a programme on the prevention of AIDS in intravenous drug users,-requested the Commission to examine, within the framework of the internal market, the possibilities for harmonization of condoms and HIV self-testing kits,-instructed the ad hoc Working Party on AIDS, in close cooperation with, and with the participation of, the Commission, to develop the exchange of information on the results of the assessment of the national prevention measures including information campaigns, and on awareness measures for health personnel and finally to examine the possibilities for improving at Community level the HIV-related technical safety requirements for organs, tissues, semen and blood: (a) the Commission is requested, on the basis of the guidelines laid down by the Council in this resolution and in close cooperation with the Member States and with the possible assistance of experts appointed by each of them, to:- develop exchanges of information and experience in priority areas of the fight against AIDS, in particular those indicated in the Annex hereto, and the resultant coordination,-draw up and submit to the Council, at the earliest opportunity, proposals defining the details and content of an action plan integrating appropriate measures to prevent and control AIDS, including the coordination of the pilot projects carried out by the Member States and contributions to preparing Community projects on research and international cooperation; (b)the ad hoc Working Party on AIDS in instructed, in accordance with the conclusions previously adopted by the Council and the Ministers for Health, to continue its work, in particular on exchanges of information and experience, to examine the communications and proposals to be submitted ...
V. Uitbreiding van de acties ter bestrijding van AidsGelet op de conclusies van de Raad en van de Ministers van Volksgezondheid, in het kader van de Raad bijeen, van 16 mei 1989 (2), waarbij- de Commissie wordt verzocht een programma op het gebied van Aidspreventie bij intraveneuze druggebruikers op te stellen en dit vóór eind 1989 voor te leggen aan de Raad,-de Commissie is verzocht om in het kader van de interne markt na te gaan welke harmonisatiemogelijkheden er bestaan voor condooms en voor instant- diagnosesets,-de ad hoc Groep Aids is opgedragen om, in nauwe samenwerking met en met deelneming van de Commissie, de uitwisseling van informatie over de resultaten van de evaluatie van de nationale preventiemaatregelen, met inbegrip van de voorlichtingscampagnes, en op het gebied van de bewustmaking van het medisch personeel verder uit te bouwen, en ten slotte na te gaan of de in verband met het HIV-virus ten aanzien van organen, weefsel, sperma en bloed toe te passen veiligheidsvoorschriften kunnen worden verbeterd, a) wordt de Commissie verzocht om op basis van de door de Raad in deze resolutie bepaalde beleidslijnen en in nauwe samenwerking met de Lid-Staten en met de eventuele hulp van door elk der Lid-Staten benoemde deskundigen:- de uitwisseling van informatie en ervaringen op de belangrijkste gebieden van de Aidsbestrijding, in het bijzonder de in de bijlage genoemde gebieden, te ontwikkelen en de cooerdinatieacties die daaruit zullen voortvloeien te intensiveren,-zo spoedig mogelijk voorstellen uit te werken en bij de Raad in te dienen waarin de uitvoeringsbepalingen en de inhoud worden vastgesteld van een actieprogramma waarin alle maatregelen inzake Aidspreventie en -controle, met inbegrip van de cooerdinatie van de modelacties van de Lid-Staten alsook de bijdrage aan de voorbereiding van communautaire maatregelen op het gebied van onderzoek en internationale samenwerking, worden gebundeld; b)wordt de ad hoc Groep Aids overeenkomstig de eerder door de Ra ...

As only preliminary studies have been carried out and only two meetings have been held of the ad hoc Working Party set up to prepare the revised text, it has not been possible to take account of those proceedings in the drafting of this Convention.
Aangezien er alleen voorlopige studies beschikbaar zijn en de ad-hoc-groep voor de redactie van de nieuwe tekst slechts tweemaal is bijeengekomen, kon een en ander niet in aanmerking genomen worden bij de redactie van het onderhavige verdrag.
