The Council confirms the desirability of extending the SLIM initiative to other areas of Community legislation for the Internal Market. An overall Joint Programming and Monitoring Committee will coordinate the execution of the INTERREG programme in Mecklenburg-Western Pomerania and the PHARE measures on the Polish side.

To tackle the serious problems resulting from the lack of coordination at different levels, and to avoid the dangers of continuing to manage the research and technological innovation process via insufficiently integrated policies when these should be focused on the rapid transformation of scientific break-throughs into job-creating industrial and commercial successes, the Committee lists in its Opinions a number of recommendations, and in particular: - the need to reform bodies implementing Community RTD programmes and to simplify the administrative organization of such programmes; - the need to make coordination part and parcel of the Community RTD framework by creating networks for systematic exchange of information and "tableaux de bord" on national and Community research actions; - the need to develop a flexible, interdisplinary approach in the light of the fifth framework programme; - the need to create a single European market for innovation by eliminating the present segmentation; - the need to promote a coordinated European environment in respect of national tax incentives for intangible investment and for innovation, especially in SMEs; - the need to stimulate the further intertwining of research and industry within the framework of new and more sophisticated machinery and a favourable legal and regulatory framework; - the need to develop international cooperation through the advance, systematic coordination of activities carried out by the Member States and by the European Union; - the need to reinforce coordination between the research/technological innovation policy and other Community policies, ensuring greater consistency between them.
De EU wordt geconfronteerd met een aantal ernstige problemen: OTO- activiteiten worden op diverse niveaus niet gecoördineerd en het door de lid-staten gevoerde beleid op dit specifieke gebied is onvoldoende geïntegreerd en gericht op snelle omzetting van onderzoeksresultaten in industriële en commerciële successen. Het Comité doet in dat verband met name de volgende aanbevelingen: - de organen die momenteel met de uitvoering van de EU- onderzoeksprogramma's zijn belast, moeten worden hervormd en de administratieve verwerking daarvan moet worden vereenvoudigd; - de coördinatie moet ten dienste worden gesteld van een ten behoeve van de diverse onderzoeksactoren gecreëerd OTO-kader door het opzetten van netwerken voor stelselmatige informatieuitwisseling en "tableaux de bord" inzake nationale en communautaire onderzoeksactiviteiten; - vooruitlopend op het Vijfde Kaderprogramma moet nu al een aanvang worden gemaakt met een flexible en interdisciplinaire aanpak; - aan de huidige versnippering van de markt moet een einde worden gemaakt zodat er voor innovatie één enkele Europese markt ontstaat; - er moet worden gestreefd naar een raamwerk van gecoördineerde nationale belastingmaatregelen waarmee immateriële investeringen en innovatie met name in het MKB worden bevorderd; - de interactie tussen onderzoek en industrie moet worden gestimuleerd door de invoering van nieuwe en verfijndere systemen en het scheppen van gunstige randvoorwaarden op het gebied van wet- en regelgeving; - de internationale samenwerking moet worden vergroot door stelselmatig vooroverleg over de activiteiten van de lid-staten en van de EU; - de coördinatie van het OTO-beleid en de andere EU-beleidsvormen moet worden verbeterd ter versterking van de onderlinge samenhang.

Details of these measures are set out in the Annex. 3. NOTE the Commission's intention of securing the assistance of an ad hoc working party, composed of representatives of the Member States, for implementing the measures provided for at Community level in this Resolution. 4. CALL on the Commission to ensure that the measures undertaken are consistent with other Community measures and with the activities undertaken by the Council of Europe and that they complement them by involving the various organizations active in the fight against racism, xenophobia, anti-semitism and intolerance in the European Year. 5. CALL on the Member States to set up a national coordinating committee or an equivalent administrative body that is representative of all the bodies active in the fight against racism, xenophobia, anti-semitism and intolerance and, where appropriate, of local and regional authorities. 6. CALL on the Commission to inform the European Parliament, the Council, the Economic and Social Committee and the Committee of the Regions of the progress of the work and to submit to them a final report on the implementation of this Resolution not later than 31 December 1998.
Nadere bijzonderheden over deze maatregelen zijn in de bijlage opgeno- men ; 3. NEMEN AKTE van het voornemen van de Commissie om zich bij de tenuitvoerlegging van de in de onderhavige resolutie op communautair niveau voorziene maatregelen te laten bijstaan door een uit vertegenwoordigers van de Lid-Staten bestaande ad hoc groep ; 4. VERZOEKEN de Commissie erop toe te zien dat de genomen maatregelen aansluiten op andere communautaire maatregelen, alsook op de activiteiten van de Raad van Europa, dat zij daarop een aanvulling vormen, en dat de verschillende organisaties die actief zijn op het gebied van de bestrijding van racisme, vreemdelingenhaat, antisemitisme en onverdraagzaamheid bij een en ander betrokken worden ; 5. VERZOEKEN de Lid-Staten een nationaal coördinatiecomité of een gelijkwaardig administratief lichaam in te stellen dat representatief is voor het gehele spectrum van lichamen en organisaties die zich inzetten voor de bestrijding van racisme, vreemdelingenhaat, antisemitisme en onverdraagzaamheid en, waar van toepassing, voor de lokale en regionale autoriteiten voor het Europees Jaar ; 6. VERZOEKEN de Commissie om het Europees Parlement, de Raad, het Economisch en Sociaal Comité en het Comité van de Regio's op de hoogte te houden van de vorderingen van de werkzaamheden en uiterlijk 31 december 1998 een eindverslag voor te leggen over de uitvoering van deze resolutie.
