(8) The introduction of the e-Customs in 2011, by which documents supporting imports and exports are no longer kept by the customs administrations but by the economic operators, has led to delays in the conduct of European Anti-fraud Office (OLAF) investigations in the customs area, as OLAF needs the intermediation of these administrations to obtain such documents.

4. Calls on the EU institutions to define common rules on the way in which administrative procedures should be carried out and administrative documents should be tabled, classified, declassified, registered and disseminated inside and outside the EU institutions, bearing in mind that the transparency principle is indissociable from the principle of good administration as proclaimed by the European Parliament, Council and Commission in Article 41 of the Charter of Fundamental Rights of the European Union; in the same perspective, Council Regulation (EEC, Euratom) No 354/83 of 1 February 1983 concerning the opening to the public of the historical archives of the European Economic Community and the European Atomic Energy Community should be merged as part of the revision of Regulation (EC) No 1049/2001 to include definitions of common rules on live, intermediate and historical archives in order to avoid the current inconsistencies between the practices of the EU institutions and the Member States;
4. verzoekt de instellingen van de EU gemeenschappelijke regels vast te stellen over de wijze waarop administratieve procedures dienen plaats te vinden en hoe administratieve documenten dienen te worden ingediend, geclassificeerd, gedeclassificeerd, geregistreerd en binnen en buiten de EU-instellingen verspreid, rekening houdend met het feit dat het beginsel van transparantie niet los kan worden gezien van door het Europees Parlement, de Raad en de Commissie in artikel 41 van het Handvest van de grondrechten van de Europese Unie afgekondigde beginsel van behoorlijk bestuur; stelt in dit licht tevens dat Verordening (EEG, Euratom) nr. 354/83 van de Raad van 1 februari 1983 inzake het voor het publiek toegankelijk maken van de historische archieven van de Europese Economische Gemeenschap en de Europese Gemeenschap voor Atoomenergie in de herziening van Verordening (EG) nr. 1049/2001 dient te worden gegeïntegreerd zodat hierin ook gemeenschappelijke regels worden opgenomen over lopende, intermediaire en historische archieven om aldus de bestaande incoherenties tussen de werkwijze van de instellingen van de EU en de lidstaten weg te nemen;
