The Council fully supports international debt relief initiatives, such as the Heavily Indebted Poor Countries initiative (HIPC), which now covers 49 countries, and the Multilateral Debt Relief Initiative (MDRI), which was set in motion in 2006 after the G8 summit of 2005 at Gleneagles and has the purpose of bringing about complete cancellation of the debts of the HIPC countries to the IMF, the World Bank subsidiary the IDA (International Development Association) and the African Development Fund.

Welcomes the agreement reached at the abovementioned G8 Summit on a comprehensive financial and economic plan to support the progress for Africa, where most extreme poverty is concentrated, and in particular the decision taken to cancel completely the remaining debts of heavily indebted poor countries to the IMF, the World Bank and the African Development Fund as a way of meeting the MDGs; emphasises that this initiative must be extended to those developing countries which have demonstrated practically that they are working towards reducing corruption, increasing transparency and utilising the resources released by the cancellation of debt on strategies for poverty reduction;
11. is ingenomen met het op de bovenvermelde G8-topconferentie bereikte akkoord over een volledig financieel en economisch totaalplan voor vooruitgang in Afrika, waar zich het merendeel van de extreme armoede concentreert en met name met het besluit om het schuldensaldo van de arme landen met een zware schuldenlast aan het IMF, de Wereldbank en het Afrikaanse ontwikkelingsfonds volledig kwijt te schelden als manier om de MOD's voor ontwikkeling dichterbij te brengen, maar beklemtoont dat dit initiatief zich ook moet uitstrekken tot die ontwikkelingslanden die in de praktijk hebben laten zien dat ze werken aan de vermindering van corruptie en vergroting van de transparantie en dat ze de middelen die ten gevolge van de kwijtschelding van schulden vrijkomen, inzetten voor strategieën ten behoeve van armoedebestrijding;
