These were all short-term observers and they were recruited by the United Nations Volunteers Programme (UNV) on behalf of the EU and on the basis of a list of names provided by the EU.

[22] They include the following: higher education (Erasmus, Erasmus Mundus, Marie Curie) for students, doctoral candidates and staff; higher education and research (Marie Curie, mobility within Networks of Excellence and Technology Platforms); from higher education to business (placements within Erasmus and Marie Curie); vocational education and apprentices (Leonardo); second level education (Comenius) adult learning and senior volunteering (Grundtvig); the cultural sphere (Culture Programme); youth exchanges and volunteering (Youth in Action); volunteering (European Voluntary Service within the Youth in Action Programme); the civil society (Europe for Citizens Programme) and the preparatory action "Erasmus for Young Entrepreneurs".

The recommendations contained in the Policy Agenda for Volunteering in Europe and the work of European and international volunteering organisations and the United Nations Volunteers programme should, where relevant, be taken into account in the actions under the EU Aid Volunteers initiative.
In voorkomend geval moet bij acties in het kader van het EU-vrijwilligersinitiatief voor humanitaire hulp rekening worden gehouden met de aanbevelingen in de Beleidsagenda voor vrijwilligerswerk in Europa, het werk van Europese en internationale vrijwilligersorganisaties, en het programma van de Verenigde Naties voor vrijwilligers.

(14a) The actions of the EU Aid Volunteers Initiative should be carried out in such a way as to take into account the recommendations contained in the Policy Agenda for Volunteering in Europe (PAVE), the work of European international volunteering organisations and the United Nations Volunteers programme.

The examination procedure should be used for the adoption of the procedures for selection, management and deployment of EU Aid Volunteers, the certification mechanism, the training programme and the annual work programme of the EU Aid Volunteers initiative.
