Encourages the CITES Parties, bearing in mind the current elephant poaching crisis, to take a precautionary approach and base their decisions on the possible impact on elephant conservation and the implementation of the African Elephant Action Plan when considering the decision-making mechanism for a future trade in elephant ivory after the complete nine-year resting period starting from the one-off sale in November 2008 by Botswana, Namibia, South Africa and Zimbabwe; calls, accordingly, on the European Union and the Member States to support a proposal to amend Decision 14.77 on a decision-making mechanism for a future trade in elephant ivory, tabled by Benin, Burkina Faso, Central African Republic, Côte d’Ivoire, Kenya, Liberia, Nigeria and Togo;

16. Urges the European Union and the Member States to reject any proposals to downlist the African elephant or the trade in African elephant ivory until an assessment can be made of the impact of the one-off sale in November 2008 by Botswana, Namibia, South Africa and Zimbabwe and it has been established that that the one-off sale has had no adverse effect on elephant populations in those countries or in neighbouring countries;
16. dringt er bij de Europese Unie en de lidstaten op aan alle voorstellen om de Afrikaanse olifant naar een lagere bijlage te verplaatsen of de handel in Afrikaans olifantenivoor toe te staan af te wijzen tot een beoordeling kan gemaakt worden van de gevolgen van de eenmalige verkoop door Botswana, Namibië, Zuid-Afrika en Zimbabwe in november 2008, en tot wordt vastgesteld dat deze eenmalige verkoop geen negatieve gevolgen heeft gehad voor de olifantenpopulaties in die landen of in de buurlanden;

18. Encourages the CITES Parties to support the adoption of the resolution on the African Elephant Action Plan, as tabled by Nigeria and Rwanda, and the implementation of this plan as the most efficient way forward for the conservation of elephants across Africa;

15. Welcomes the withdrawal of the Tanzanian proposal for the downlisting of its African elephant (Loxodonta africana) population from Appendix I to Appendix II and for a one-off sale of Tanzanian stocks of elephant ivory;

MIKE has also been instrumental in improving cooperation between elephant range States and promoted a new level of understanding between them, as demonstrated by the African Elephant Action Plan, developed by range States at the African Elephant Meetings organized under the auspices of the CITES MIKE programme, and unanimously adopted by them on the margins of the 15th Meeting of the Conference of the Parties to CITES (Doha, 2010).

EU President Cees Veerman, Dutch minister of Agriculture, Nature and Food Quality said: “I am very pleased that excellent co-operation within the EU enabled us to take a common line on all issues. This enabled the EU to play a leading role at this important conference and mediate on many issues, amongst others the African elephant, the African lion and ramin”.

These conclusions aim at facilitating the preparation of the Conference with regard to key issues on the agenda, in particular as far as whales, African elephants, Cuban turtles and sharks are concerned.
Deze conclusies zijn erop gericht de voorberereiding van de Conferentie te vergemakkelijken ten aanzien van hoofdpunten op de aganda, in het bijzonder walvissen, Afrikaanse olifanten, Cubaanse schildpadden en haaien.
