Positive steps have been taken in the framework of the EU Sustainable Development Strategy, the 6th Environment Action Programme and the White Paper on European Transport Policy to reduce greenhouse gas emissions from transport, including the biofuels Directive, with the envisaged target of 5.75% market share of alternative fuels by 2010; the proposal for a modification of the Eurovignette Directive; measures on fuel taxation; and the above mentioned energy products taxation Directive, which allows Member States to apply lower minimum tax rates for alternative fuels generating fewer CO2 emissions.

To reduce tax competition between Member States the ESC calls for a minimum withholding tax on savings, though the interests of small savers would be preserved. As regards company taxation, the ESC floats the idea of a minimum tax rate and proposes harmonising the parameters for establishing tax rates. Finally, while the Opinion only summarises direct personal taxation and wealth taxes, it goes into more detail on the link between taxes and jobs, taxation and alternative social security financing.
