(75a) The data protection officer should have at least the following qualifications: extensive knowledge of the substance and application of data protection law, including technical and organisational measures and procedures; mastery of technical requirements for privacy by design, privacy by default and data security; industry-specific knowledge in accordance with the size of the controller or processor and the sensitivity of the data to be processed; the ability to carry out inspections, consultation, documentation, and log file analysis; and the ability to work with employee representation.

Calls on the Commission to establish a European forum with high-level national representation, including national research councils, entrusted with the mission of identifying, developing and supporting major pan-European research initiatives, as well as a common system of scientific and technical review to better exploit the results of European programmes; believes that it would be beneficial to put in place a reliable system for validating knowledge and methods of analysis, control and certification and to network centres of excellence in the EU;
30. verzoekt de Commissie een Europees forum in het leven te roepen dat over een sterke nationale vertegenwoordiging, met inbegrip van nationale onderzoeksraden, beschikt en ten taak heeft grote pan-Europese onderzoeksinitiatieven te definiëren, te ontwikkelen en te steunen, en verzoekt haar tevens een gemeenschappelijk wetenschappelijk en technisch referentiesysteem te ontwikkelen om de resultaten van Europese onderzoeksprogramma's beter te benutten; meent dat het nuttig zou zijn een betrouwbaar systeem te ontwikkelen voor de validering van kennis en analyse-, controle- en certificatiemethodes, en een netwerk van excellentiecentra in de EU op te zetten;
