This work has been conducted in the two phases of the Technology Initiative for Disabled and Elderly persons (TIDE 1991 - 1993); in the Fourth Framework Programme (Telematics Applications Programme, Applications relating to disabled and elderly persons, 1994 - 1998); and in the present Fifth Framework Programme (Information Society Technologies programme, Applications relating to persons with special needs, including the disabled and the elderly, 1998 - 2002).

The applicable programme implementation conditions governing the financial management as well as the programming, monitoring, evaluation and control of the participation of third countries, through a contribution of IPA II or ENI resources to transnational and interregional cooperation programmes, shall be established in the relevant cooperation programme and also, where necessary, in the financing agreement between the Commission, the governments of the third countries concerned and the Member State hosting the managing authority of the relevant cooperation programme.

1a. The provisions of paragraph 1 shall also apply to interactive services which are an integral part of television services delivered to viewers including access to application programme interfaces (APIs) and electronic programme guides (EPGs).
1 bis. Het in lid 1 bepaalde is ook van toepassing op interactieve diensten die integraal deel uitmaken van TV-diensten die aan kijkers worden verleend, met inbegrip van toegang tot applicatieprogramma-interfaces (API's) en elektronischc programmagidsen (EPG's).

7. Supports the continuation and intensification, within the new framework, of a policy guaranteeing that different systems of access to the digital TV world are interoperable at consumer level, given that the new generation of decoders rely heavily on: (1) control over access, (2) software such as the Applications Programme Interface (API), and (3) Electronic Programme Guides (EPG), and that enhancing the opportunities for interoperability between different digital TV platforms and services will be paramount;
7. is er voorstander van om binnen het nieuwe kader een beleid voort te zetten en te versterken dat de interoperabiliteit van de diverse toegangssystemen voor digitale televisie op het niveau van de consumenten waarborgt, aangezien de nieuwe generatie decoders zeer sterk leunt op: 1. toegangscontrole, 2. software, zoals de Applications Programme Interface (API) en 3. Electronic Programme Guides (EPG), en is van mening dat de toename van de mogelijkheden van de interoperabiliteit tussen verschillende platformen en diensten voor digitale televisie van het allergrootste belang wordt;

6. With this in mind, calls on the Commission not to delay the completion of a network for multi-media access to the European cultural heritage provided for in the STI policy of the fifth framework research programme by, if possible, combining this project and the achievements of the telematics application programmes launched by the fourth framework programme with the projects on new multi-media information content supported by Info 2000;
6. verzoekt de Commissie in het licht hiervan onverwijld en in het kader van het WTI-beleid van het vijfde kaderprogramma voor onderzoek, een netwerk op te zetten voor een multimediatoegang tot het Europese culturele erfgoed, en dit project zo mogelijk te combineren met de verworvenheden van de programma's voor telematische toepassingen die binnen het vierde kaderprogramma zijn gelanceerd en de projecten voor nieuwe multimedia-informatie die in het kader van Info 2000 worden gesteund;
