(4) Whereas a new generation of innovative systems needs to be developed for the provision of wireless wideband multimedia services, including Internet and other Internet Protocol (I/P) based services, for the provision of flexible and personalised services and for the support of high volume data rates, each combining the use of terrestrial fixed and mobile as well as satellite components; whereas this Decision will apply to satellite components without prejudice to European Parliament and Council Decision 710/97/EC of 24 March 1997 on a coordinated authorisation approach in the field of satellite personal-communication services in the Community (5); whereas there is a need to ensure rapid market access for seamless, global coverage and low cost and innovative service offering through a sufficient level of competition;
(4) Overwegende dat een nieuwe generatie innoverende systemen moet worden ontwikkeld voor de levering van draadloze breedbandmultimediadiensten, met inbegrip van Internet en andere op het Internet Protocol (I/P) gebaseerde diensten, flexibele en gepersonaliseerde dienstlevering en ondersteuning van gegevensstromen met hoge datasnelheid, waarbij het gebruik van vaste en mobiele terrestrische en satellietcomponent wordt gecombineerd; dat deze beschikking van toepassing is op satellietcomponenten zonder afbreuk te doen aan Beschikking nr. 710/97/EG van het Europees Parlement en de Raad van 24 maart 1997 betreffende een gecoördineerde aanpak op het gebied van persoonlijke satellietcommunicatiediensten in de Europese Gemeenschap (5); dat moet worden gezorgd voor een snelle toegang tot de markt om, via voldoende concurrentie, te komen tot een ononderbroken wereldwijde dekking met lage kosten en tot een innoverend dienstenaanbod;
