1. Following a detailed analysis of the costs and benefits including an assessment of the improvements in vehicle safety and vehicle testing, and only if the result of the cost benefit analysis is positive, the Commission shall propose an electronic vehicle information platform to facilitate access to information on vehicle roadworthiness test results, odometer readings and vehicle registration information, between the competent authorities of Member States responsible for testing, registration and vehicle approval, the testing centres and the vehicle manufacturers, the testing and measurement equipment manufacturers and other independent operators.

The operator shall, in agreement with the laboratory carrying out the analysis for the respective fuel or material and subject to the approval of the competent authority, adapt the elements of the sampling plan where analytical results indicate that the heterogeneity of the fuel or material significantly differs from the information on heterogeneity on which the original sampling plan for that specific fuel or material was based.

Overwegende dat correctie van het potentiële en het effectieve alcoholgehalte van druivemost of wijn door toevoeging van saccharose, geconcentreerde druivemost of gerectificeerde geconcentreerde druivemost, een oenologisch procédé is dat soms frauduleus wordt toegepast, hetzij in de vorm van overschrijding van de toegestane limieten, hetzij in de vorm van verhoging van het alcoholgehalte van wijnbouwprodukten die wettelijk niet mogen worden verrijkt; dat de analyse van de wijn of wijnbouwprodukten door deuteriumkernspinresonantie op het daarin aanwezige ethanol een analysemethode is die erkend is bij Verordening (EEG) nr. 2676/90 van de Commissie (4); dat met deze analysemethode de controle op de verrijking van wijnbouwprodukten kan worden verbeterd; dat het, om de interpretatie van de aan de hand van deze analysemethode verkregen resultaten te vergemakkelijken en de betrouwbaarheid ervan te verhogen, wenselijk is een databank met analyseresultaten op te zetten ten einde de met de genoemde analysemethoden verkregen resultaten te kunnen vergelijken met resultaten die eerder aan de hand van dezelfde methode verkregen zijn voor produkten die vanwege de oorsprong uit dezelfde of uit een naburige streek en als gevolg van nog andere produktieomstandigheden overeenkomsten in de fysisch-chemische kenmerken te zien geven;
