Condemns the fact that Greece is using Union Structural Funds to cover its national contributions to the Greek beneficiaries of the Artemis projects instead of providing national funding and that the Joint Undertaking acknowledged the continuation of Greek participation in Artemis projects but provides no funding to the Greek beneficiaries as an expenditure co-financed by Union Structural Funds shall not receive assistance from another Union financial instrument in accordance with Council Regulation (EC) No 1083/2006; requests the Commission to inform the discharge authority on the legality of this situation as soon as possible;

Notes that the Commission uses benchmarks derived from the comparison with other donors, and that the Commission has set itself the target of maintaining a ratio of 4,5 staff per EUR 10 million of assistance; is of the opinion that the fact of reaching a certain overall ratio of staff per EUR 10 million of assistance cannot in itself give the discharge authority sufficient assurance that implementation and financial control do not suffer from the existing shortage of staff as recognised by the Commission itself;

It is also worth underlining that the Court of Auditors concluded that over the years the supervisory and control systems for the delivery of pre-accession assistance have improved and this led to a positive Declaration of Assurance from the Court for pre-accession assistance in the context of the 2004 budgetary discharge.
Er dient ook te worden gewezen op het feit dat de Rekenkamer tot de conclusie is gekomen dat de toezichts- en controlesystemen voor de pretoetredingssteun met de jaren zijn verbeterd. The Court adopted 11 Special Reports since the last discharge procedure providing the results of our performance audit work on diverse subjects ranging from the effectiveness of technical assistance in the context of capacity development, the control, inspection and sanction systems relating to the rules on conservation of Community fisheries resources to the evaluation of the EU Research and Technological Development (RTD)
Sinds de laatste kwijtingsprocedure heeft de Rekenkamer 11 speciale verslagen vastgesteld die de resultaten bevatten van onze doelmatigheidscontrole betreffende onderwerpen die variëren van de doeltreffendheid van de technische bijstand in het kader van de capaciteitsontwikkeling, de controle-, inspectie- en sanctiesystemen betreffende de voorschriften in verband met de instandhouding van de communautaire visbestanden, tot de evaluatie van de Europese kaderprogramma's voor onderzoek en technologische ontwikkeling (OTO).
