Any Member State to which a request for assistance is addressed through the Union Mechanism shall promptly determine whether it is in a position to render the assistance required and inform the requesting Member State of its decision through the CECIS, indicating the scope, terms and, where applicable, costs of the assistance it could render.

Reiterates its position that the new responsibilities conferred on the EU by the Treaties will require appropriate additional funding compared to MFF 2007-2013, so as to allow the Union to fulfil its role as a global actor whilst upholding the undertakings it has already given, notably the achievement of Member States’ 0.7 % GNI spending targets for Official Development Aid and the fulfilment of the Millennium Development Goals by 2015; highlights the Union’s role in promoting democracy, peace, solidarity, stability and poverty reduction in neighbourhood and partner countries; underlines the complementarity between the EU assistance and that provided by the Member States, and its catalyst effect in terms of intervening in regions where bilateral assistance is not delivered; is particularly supportive of joint programming between Member States and EU actions; stresses, therefore, that the Commission's proposals for ‘Global Europe’ and the European Development Fund must be considered the bare minimum needed to achieve Europe’s ambition in the world; notes, in particular, the need to match the responsibilities of EEAS with adequate budgetary resources;

Member States have had positive experiences with repayable assistance schemes at the level of operations during the programming period 2000 to 2006 and have therefore continued such schemes or have started to implement repayable assistance schemes in the current programming period 2007 to 2013.

The proposal for a directive provided for significant advances from the point of view of guaranteeing equal treatment of men and women engaged in an activity in a self-employed capacity, assisting spouses included. It sought, for example, to deal with the obstacles preventing women from taking up a self-employed occupation and to that end made provision for positive action or specific measures to enable the underrepresented sex to engage in such activity more readily. As regards the establishment of companies, Member States were called upon to take binding measures to ensure that national law would no longer rule out the possibility for businesses to be set up between spouses or life partners. Maternity protection was to be granted to self-employed women and assisting spouses or recognised partners (they were to be entitled to the maternity leave provided for in Directive 92/85/EEC and to an allowance at least equivalent to any sickness allowance payable under national law; and temporary replacement services were to be offered as an alternative to the allowance). Assisting spouses were to enjoy a level of social security at least equal to the provision for self-employed workers, and it was to be granted on the same terms. However, the proposal did not alter the system allowing the spouses of self-employed workers to join contribution-based schemes on a voluntary basis.
