Beyond the EU Member States and the countries of the European Economic Area, the Council decision opened the programme to the associated central and eastern European countries as well as Cyprus, Malta and Turkey.

One of the most important changes made for 2000-2003 has been the widening of the geographical spread of the Programme so that EFTA/EEA countries, the associated Central and Eastern European countries, Cyprus, Malta and Turkey can participate in projects as partners although they are not yet eligible for Daphne funding.

(22 ) The conditions and the modalities for the participation of the associated central and eastern European countries (CEEC) in the programme shall be established in accordance with the provisions laid down in the European agreements, in the additional protocols thereto and in the decisions of the respective Association Councils; concerning Cyprus, the cost of complying with the relevant conditions and modalities shall be funded by additional appropriations in accordance with the procedures to be agreed with that country; concerning Malta and Turkey, the cost of complying with the relevant conditions and modalities shall be funded by additional appropriations in accordance with the provisions of the Treaty.
