Tegelijk is het wenselijk dat de tijdelijke restrictieve maatregelen van de Commissie automatisch in werking treden indien de Commissie op basis van een onderzoek en na overleg met het derde land in kwestie heeft vastgesteld dat er sprake is van gebrek aan wezenlijke wederkerigheid tussen de Unie en het derde land bij de openstelling van de aanbestedingsmarkt.
