Notes that the future allocation of radio spectrum must pave the way for European leadership in wireless applications and new services; points out that access to low radio frequency bands, with their propagation characteristics supporting wide-area coverage, is crucial to facilitating wireless broadband coverage in rural, mountainous and island regions, allowing access to all foreseeable internet services; emphasises that Europe must remain at the forefront of scientific research and technological innovation in the field of wireless services; notes that it is essential to facilitate access to broadband infrastructures, including user equipment on the ground, in order to assist the take-up of broadband satellite internet services on an affordable basis in rural areas, mountainous and island regions, and to help users have access to all foreseeable internet services;

While Commission Decision 2007/344/EC of 16 May 2007 on harmonised availability of information regarding spectrum use within the Community requires Member States to publish information on usage rights, a detailed inventory of existing spectrum use and the efficiency of such use is necessary in the Union, following a common review and assessment methodology, in order to improve the efficiency of spectrum and radio equipment use, in particular between 300 MHz and 6 GHz , but also between 6 GHz and 70 GHz as these frequencies will become increasingly important following rapid technological developments.

(20) In addition to international negotiations specifically addressing radio spectrum, there are other international agreements involving the Community and third countries which may affect radio frequency bands usage and sharing plans and which may address issues such as trade and market access, including in the World Trade Organisation framework, free circulation and use of equipment, communications systems of regional or global coverage such as satellites, safety and distress operations, transportation systems, broadcasting technologies, and research applications such as radio astronomy and earth observation.
(20) Naast de internationale onderhandelingen die specifiek over het radiospectrum gaan, zijn er andere internationale overeenkomsten waarbij de Gemeenschap en derde landen betrokken zijn, die van invloed kunnen zijn op de plannen voor het gebruiken en delen van radiofrequentiebanden, en die betrekking kunnen hebben op vraagstukken zoals handel en markttoegang, onder meer in het kader van de Wereldhandelsorganisatie, het vrij verkeer en gebruik van apparatuur, communicatiesystemen met regionale of wereldwijde dekking zoals satellieten, beveiligings- en reddingsoperaties, vervoerssystemen, omroeptechnologieën en wetenschappelijke toepassingen zoals radioastronomie en aardobservatie.
