8. Notes the progress achieved by the Bureau's Steering Group on Enlargement in fine-tuning the estimations of expenditure for enlargement and in scaling down the request for enlargement-related posts to a more realistic figure; is willing to examine the budgetary implications of enlargement preparations and the creation of posts on the basis of the updated multi-annual report on preparations for enlargement; recalls that 479 enlargement-related posts were created in the 2003 Budget for its Administration and 110 temporary posts for the political groups and the non-attached Members; recalls also that it agreed to fill the 479 posts in the Administration (and 43 posts available as a result of the application of best practice) with auxiliaries and that permanent officials would only be recruited after accession and the completion of open competitions; considers it necessary to examine political developments in the coming months, in particular the results of the referenda on accession, and to see how many of the posts created in 2003 will have been filled with auxiliaries before taking any decisions; has decided, therefore, to consider the budgetary implications for the creation of additional enlargement-related posts at first reading in autumn;

Agrees that the recruitment of staff in preparation for enlargement, in addition to the posts made available in the estimates of Parliament, should take place on the basis of auxiliary contracts, as is the case at the Commission; underlines the fact that this is a transitional measure pending ratification of the accession treaties; has decided, however, to leave the appropriations for possible recruitment to fill up to 410 posts (365 for the General Secretariat and 45 for the secretariats of the political groups and non-attached Members) in Chapter 103 ("Enlargement reserve");
