4.1.7. If auxiliary equipment is supplied with energy from the same reserve as the electric control transmission, it shall be ensured that, with the engine running at a speed not greater than 80 % of the maximum power speed, the supply of energy is sufficient to fulfil the prescribed deceleration values by either provision of an energy supply which is able to prevent discharge of this reserve when all auxiliary equipment is functioning or by automatically switching off pre-selected parts of the auxiliary equipment at a voltage above the critical level referred to in point 4.1.6 such that further discharge of this reserve is prevented.
4.1.7. 5.3.10. The pneumatic/hydraulic auxiliary equipment shall be supplied with energy in such a way that during its operation, the prescribed deceleration values can be reached and that even in the event of damage to the source of energy the operation of the auxiliary equipment cannot cause the reserves of energy feeding the braking systems to fall below the level indicated in point 2.2.1.12 of Annex I.
5.3.10. Stresses the importance of a well-balanced and sustainable resource efficiency plan alongside moves towards the creation of an integrated and liberalised EU energy market as the primary tools for driving EU industries towards a competitive industrial strategy; points out that the EU should view this as a challenge and consequently seek to develop a regional innovation policy based on the objective potential of each region, particularly in the sphere of sustainable industrial policy; emphasises that environmental standards on raw and auxiliary materials, as well as on security of energy supplies and transport, should lead to enhanced social, economic and territorial cohesion instead of increasing the distance between central and peripheral regions, taking special account of the outermost regions and the islands and their needs; calls, therefore, for the development in these regions of an industrial policy capable of promoting their sectors with the greatest potential, such as tourism, renewable energies and research and innovation activities relating to the maritime and agricultural sectors;

Points out that at point 11.19 of its Annual Report for 2007, the European Court of Auditors (ECA) made the following comments: "the decision of the administrative committee of the ECJ relative to the recruitment and employment of contract staff does not set out any selection procedure for 'contract staff for auxiliary tasks' [...] Consequently, there are no formal selection procedures established by the Court of Justice for the recruitment of staff under short-term contracts to replace certain persons who are unable to perform their duties ";

2.2.2.15.1 In the event of a break or leak from the auxiliary equipment or any associated pipes, the sum of the forces exerted at the periphery of the braked wheels shall be at least 80 % of the value prescribed for the trailer concerned in 2.2.1.2.1 of Annex II. However, where such breakage or leakage affects the control signal to a special device as referred to in point 6 of the Appendix to Annex II, the performance requirements of that point shall apply.
